- NASA/GSFC has a requirement for a FLIR A655sc w/45 degree lens, Infrared camera 640x480, -40 degrees to 650 degreesC, w/Research IR Max # 55001-0303. NASA/GSFC intends to purchase the requirement from FLIR Commercial Systems, Inc. pursuant to 10U.S.C.2304 (c) (i) acquisition of supplies or services determined to be reasonably available from only one source. FLIR is the only manufacturer capable of providing the level of quality and lens calibration services necessary for this instrument. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 12:00 pm EST on February 17, 2016. Such capabilities/qualifications will be evaluated solely for the purchase of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an statement which shall be considered by the agency.
