- USNA BUSES AND TRUCK SEAT CLEANING STATEMENT OF WORK U.S. NAVAL ACADEMY TRANSPORTATION DEPARTMENT ANNAPOLIS, MD 06 JANUARY 2016 Background: The U.S. Naval Academy (USNA) is a four-year undergraduate institution that prepares young men and women to serves as officers in the U.S. Navy and U.S. Marine Corps. The USNA Transportation provides bus and driver support to the Brigade of Midshipmen, primarily for academic and athletic events. The Department has a complement of full and part time drivers (government employees) and utilizes a mix of contractual driver support and charter bus support to meet its mission. The Department currently has a government-owned fleet of nine MCI coach buses, four Bluebird/IC school buses, one International mini-bus, and one Freightliner tractor truck. The Department offices are located at Perry Center, outside USNA ™s gate eight entrance. Scope of Work: Conduct on-site cleaning twice annually of all cloth and upholstery passenger and driver seats aboard fourteen (14) buses and one (1) freightliner truck. Cleaning shall encompass spot and stain pre-treatment, deodorizing and disinfecting, steam rinsing, and the application of solvent-based fabric protector. A base year contract with two option years is desired. All equipment will be vendor-furnished. Schedule, Location, and Building Access: Cleaning will be conducted on-site at the U.S. Naval Academy ™s Perry Center, which is outside campus security entrances. The schedule of cleanings will be determined by the USNA Transportation Department. Not all assets will be available for cleaning on the same days because of asset use and maintenance (twice annual cleanings will likely require more than two work days, and work days may not be consecutive). Cleanings have typically occurred outside the academic year when demand is lowest--winter break (December) and summer break (May/June). Other Considerations: USNA requires vendor flexibility to accommodate seat material changes that might occur through expected asset turnover (within the scope of the contract). There are two school buses with vinyl seats set to be replaced in CY2016. The material condition of replacement school bus seats is unknown (vinyl versus cloth). USNA requested vinyl seats and GSA will likely accommodate this request, but it is possible buses with cloth seats may be furnished. A future asset replacement schedule is not available, but equal flexibility will be required for future asset turnover. USNA does not anticipate a change in the mix of coach and school buses, and the expectation is that GSA will replace assets with same specifications, so its unlikely cloth will be replaced with vinyl or vice-versa.
