- ***PLEASE CONTACT RAYNE IVEY/ARCS WITH ANY TECHNICAL QUESTIONS OR TO SUBMIT CAPABILITIES TO RAYNE.L.IVEY@NASA.GOV *** *NON- COMPETITIVE SYNOPSIS* NASA/MSFC has a requirement for ESE brand IRIG time displays ES-3217A/UL, ES-3218/UL/Green, and ES-3228/UL/Green to be used in the support of the Integrated Avionics Test Facilities (IATF) under the Vehicle Integration project within the Space Launch Systems (SLS) program. NASA/MSFC intends to purchase the time displays from Mod Electronics, Inc. who is doing business as (DBA) ESE on a sole source basis. The IATF labs support real-time testing and development of the avionics systems for the new launch vehicles. The ESE time displays provide the necessary visibility in darkness and over distance. The ESE ES-3228/UL provides the millisecond display required with the flight cameras. The ESE time displays are completely self-contained requiring only external AC power and the desired code input. This meets the requirement for no batteries to avoid inaccurate display readings. The ESE time displays reads IRIG-B Amplitude Modulated signals which is a requirement for use with flight cameras and within the control rooms. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 2/10/2016 by 4:00 p.m. CST. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
