Description

The National Cemetery Administration is soliciting offers under solicitation number VA786-16-R-0107. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. The NAICS Code is 238990 All Other Specialty Trade Contractors. Small Business size standard is $15.0 million. The contractor shall provide all labor, tools, parts, materials, and equipment to erect a perimeter fence on the annex located on the south side of East National Cemetery Road at Florence National Cemetery. This fence is intended to provide a barrier around the newly constructed expansion and tie into the existing fence on the east and west sides of the annex. Project shall entail installing approximately 1,950 linear feet of fence in accordance with the specifications as described in the Scope of Work. The new fence shall be securely connected to the existing fence and PVC coatings shall match existing. The contractor shall complete all work within 30 calendar days after issuance of Notice to Proceed. Time stated includes final cleanup of the premises. Cost Range: Between $25,000 and $100,000 Location: Florence National Cemetery 803 E. National Cemetery Road Florence, SC 29506 Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-disabled Veteran-owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) The following factors, listed in descending order of importance, will be used to evaluate offers: (1) Price, (2) Technical Qualifications; and Past Performance. Proposals priced more than $35,000 but less than $150,000 will be required to provide one of the alternative payment protections below within 10 days of contract award: Irrevocable Letter of Credit Payment Bond Tripartite Escrow Agreement Certified or Cashiers Checks, Bank Drafts, U.S. Post Office Money Order Electronic solicitations will be available for download from http://www.fbo.gov on or about February 10, 2016. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. Proposals are due at 2:00 P.M. ET on February 26, 2016. All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered.
