Description

Project: 568-14-101, Primary Voltage Upgrade, Phase 2, Fort Meade, South Dakota The Department of Veterans Affairs, NCO 23, Nebraska-Western Iowa Health Care System Construction Product Line Team is soliciting for a construction project at the Fort Meade VA Medical Center in South Dakota that will make upgrades to the existing primary distribution system designated as Feeder #3. The feeder voltage will be upgraded from 416V to 12400V. The work under this project shall include, but is not necessarily limited to, remove and replace existing transformers, upgrade existing transformers, new feeders, new meters, switch gear and panels. The estimated construction cost is between $500,000 and $1,000,000. Deductive Bid Alternates are included. Deduct Alternate #1 is to provide all work except the work associated with providing three (3) spare transformers; 1 each 225kVA, 1 each 100kVA, and 1 each - 50 kVA as shown on the contract drawings. Deduct Alternate #2 is to provide all work in the base bid, minus alternate #1 and all work associated with the following: (1) Replacing the feeder to Garage 121; (2) Replacing the feeder to Building 48; (3) Replacing Panel 50B; (4) Increasing panel 50A and the associated feeder and overcurrent devices from 125A and 200 A as shown on the contract drawings and contained in the contract drawings. Solicitation Number VA263-16-R-0032 for this effort will be posted to FedBizOpps (www.fedbizopps.gov) on or about February 17, 2016. This solicitation will contain all necessary specifications, drawings and other information necessary to bid the project. An Organized site visit will be held, see solicitation for date and time. The date for request for proposal is tentatively scheduled for Friday, March 18, 2016 (see solicitation when available for specific information.) The successful bidder will be required to provide a Performance Bond, Payment Bond, or Irrevocable Letter of Credit within 10 calendar days of award notification. The Period of Performance is 240 calendar days from the issuance of the Notice to Proceed. THIS SOLICITATION IS SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES (SDVOSBs) UNDER PUBLIC LAW 109-461.
