Description
This is a SOURCES SOUGHT NOTICE for market research purposes. THIS IS NOT A REQUEST FOR PROPOSALS OR A REQUEST FOR QUOTATIONS. This notice is for planning purposes only and shall not be misunderstood as a Request for Proposal or a Request for Quotation or as an obligation on the part of The National Institute of Standards & Technology (NIST) for conducting a follow-on acquisition. NIST does not intend to award a contract on the basis of this notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this notice and NIST use of such information. The National Institute of Standards and Technology's (NIST's) Materials Measurement Science Division (MMSD) provides the measurement science, measurement standards, and measurement technology required to enable world-leading characterization of materials in support of the nation's needs for the determination of the composition, structure, and properties of materials. In partnership with U.S. industry, government agencies and other stakeholders, the Division develops state-of-the-art instrumentation, methods, models and software to accurately and precisely measure materials over a range of length and time scales. The Division provides benchmarking and validation of emerging materials analysis methods, and disseminates reference materials, standards and scientific data to foster innovation and advance a wide range of technologies, such as those for public safety, forensics, homeland security and nanomanufacturing. The Government anticipates the need for a Contractor to produce gold nanoparticle Reference Materials (RM) according to NIST's RM standards as part of its continuation planning for RM 8012 and RM 8013. It is anticipated that the contractor would provide a single 8 liter batch for each nominal size of 30 nm and 60 nm that adhere to NISTs existing RM standards. NIST is seeking responses from all responsible sources, including large, and small businesses. The small business size standard for the applicable NAICS code of 325998 is 500 employees. Please include your company's size classification and socio-economic status in any response to this notice. After results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then it is anticipated that any competitive procurement that results from this notice will be conducted as a small business set-aside. Additionally, if a qualified 8(a) small disadvantaged business is identified during this market research, NIST may conduct a direct award in accordance with FAR 6.302-5, Circumstances Permitting Other Than Full and Open Competition, Authorized or Required by Statute. The following information is required to be provided as part of the response to this sources sought notice: 1. Relevant documentation that demonstrates your company's experience with manufacturing unaggregated spheroidal citrate-capped gold nanoparticles (< than 100 nm in diameter as determined by electron microscopy) in aqueous suspension with less than 10% coefficient of variation (COV) on the particle size, developing NIST Traceable Reference Materials (NTRMs) or producing NIST nanoparticle RMs within the past five years. 2. Relevant documentation that demonstrates your company's experience in producing large single batches of gold nanoparticles as described above (8 liter batches or larger). 3. Relevant documentation that demonstrates you company's production experience under sterile and endotoxin-free conditions. 4. Relevant documentation that demonstrates your company's ability to produce said materials with documented long term stability. Long term in this context refers to 5 years or more from the date of manufacture under appropriate storage conditions, with respect to the mean particle size or an appropriate indicator of size stability (e.g., optical absorbance spectra). Any other relevant information that is not listed above which the Government should consider in finalizing its market research. Responses are limited to a total of five (5) pages of letter size paper with single spacing. Responses must be received via email to susan.ruzicka@nist.gov not later than 23 February 2016, at 11:00 AM Eastern Time.
