Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) Processing Studies on NiTi-based High Temperature Shape Memory Alloys. Statement of Work; The program of research will cover a period of 12 months. The focus of this research program will be to study the processing of NiTiHf and NiTiZr high temperature shape memory alloys (HTSMAs). NASA Glenn Research Center will provide NiTiHf and NiTiZr HTSMA rod samples of approximately 0.25 inch (6.4 mm) diameter. Processing parameters such as pre-heat temperature and percent reduction will be examined to determine optimal rod rolling and wire drawing conditions for the rods down to wire of approximately 250 microns. Microstructural characterizations will be conducted on the supplied alloys to further the understanding of the evolution of the microstructure as a result of mechanical processing. The vendor will perform the following tasks: 1) Will rod roll and wire draw the material provided by NASA Glenn Research Center under various processing conditions and examine the resulting microstructure using a variety of advanced characterization techniques, including differential scanning calorimetry (DSC), dual beam focused ion beam (FIB) / scanning electron microscopy (SEM), and, if necessary, synchrotron X-ray diffraction (SR-XRD) or local electrode atom probe (LEAP) in the scope of the study. 2) Will specifically conduct the following activities: Rod roll and/or wire draw 8 rod samples of NiTiHf and/or NiTiZr HTSMAs, will perform DSC on resulting samples, and will image the phases present and analyze the composition of the phases using EDS and, if necessary, EBSD in the SEM. Samples will be prepared using FIB/SEM for LEAP, which will be used if the microstructure is not resolvable using the SEM alone. If possible, phase analysis will be performed using SR-XRD if not resolvable using the SEM alone. The provisions and clauses in the RFQ are those in effect through FAC 2005-85 http://nais.nasa.gov/far/. The NAICS Code and the small business size standard for this procurement are 541711 / 500 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA GLENN RESEARCH CENTER, 21000 BROOKPARK ROAD, CLEVELAND OHIO 44135-3191, is required. Delivery shall be FOB Destination. All contractual and technical questions must be in writing (e-mail to Dorothy.E.Viancourt@nasa.gov not later than February 8, 2016 4:30 pm. Telephone questions will not be accepted. Offers for the items(s) described above are due by February 10, 2016 4:30 pm to Dorothy.E.Viancourt@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (DEC 2014), Contract Terms and Conditions-Commercial Items is applicable. Other critical requirements: Delivery time, proof of past testing and research, samples etc] shall also be considered. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3 (MAR 2015), Offeror Representations and Certifications - Commercial Items with their offer.
