- EXPRESSION OF INTEREST -- CONTROLLED STORAGE SERVICES INTRODUCTION Battelle Energy Alliance LLC (BEA), Managing & Operating contractor of the Idaho National Laboratory (INL), is requesting an Expression of Interest from Prospective Offerors (Subcontractors) that are qualified and capable to provide a third-party logistics service that fulfills Controlled Storage needs for government property at the INL. Prospective Offerors shall demonstrate their qualifications and capabilities by their responses to the submittal requirements listed below in Section III. Only Prospective Offerors that meet all submittal requirements herein should respond to this Expression of Interest. PROJECT DESCRIPTION The purpose of the proposed contract is to provide for the storage of INL property in private facility, using privately owned equipment and systems that deliver; receipt, storage, control, processing, packaging, tracking, and transportation services for designated property under specific parameters in a safe and regulatory compliant manner. The contract length will be between three and ten years. SUBMITTAL REQUIREMENTS Prospective Offerors should provide a written response to address the following: Introduction: Overview of the company including successful past performance performing similar work over the past five years. Please also include the name, phone number, and e-mail address of a representative of your company who can be contacted regarding this Expression of Interest. Local Presence: Validation that the company has an Idaho presence, or can obtain an Idaho presence, by April 1, 2016. The Subcontractor warehouse must be located within 60 miles from 2525 N. Fremont Ave., Idaho Falls, ID 83415 (INL Headquarters). Specifications: Validation that the company can provide for long-term and short-term requests for up to 750,000 cubic feet of standard, heated and pest free warehouse storage. Delivery: Validation that the company has adequate equipment and personnel to receive and deliver an average of between 200-300 shipments each month to site and town facilities. Validation that the company can handle individual packages ranging from one pound to >50,000 pounds and the capacity for transporting and off-loading said items. Offerors should limit their entire response to less than five pages. Please note that "validation" as stated above, is defined as a description which demonstrates or proves that the Prospective Offeror can provide the required item, or a detailed description of the process the Prospective Offeror will follow to acquire the required item. Note: The formal Request for Proposal and Statement of Work will contain additional and more specific submittal requirements.
