THIS AMENDMENT IS AN AMENDMENT TO THE REQUEST FOR OFFER/PROPOSAL. THE AMENDMENT ADDRESSES CHANGES TO PROVISION F.1, SUB-FACTORS 1.3 AND 1.4, INCORPORATES CDRLs A001 THRU A012, AND INCORPORATES A REVISED PERFORMANCE WORK STATEMENT. PRE-PROPOSAL CONFERENCE WAS HELD YESTERDAY FEBRUARY 2, 2016. PRE-PROPOSAL CONFERENCE AGENDA-MINUTES INCLUDING PRE-PROPOSAL CONFERENCE QUESTIONS-ANSWERS, AND ATTENDANCE SHEET ARE ATTACHED. NOTE: ALL REMAINING/POTENTIAL QUESTIONS ARE TO BE SUBMITTED NO LATER THAN FRIDAY FEBRUARY 5, 2016 BY CLOSE OF BUSINESS. THIS AMENDMENT IS AN AMENDMENT TO THE SCREENING INFORMATION REQUEST/REQUEST FOR OFFER, PLEASE SEE ATTACHED AMENDMENT DTFAAC-16-R-01683-001. THE AMENDMENT ADDRESSES REVISIONS TO PROVISIONS C.1 AND F.5; REMOVAL OF PROVISIONS G.3 AND H.3; AND REMOVAL OF AMS CLAUSES 3.3.1-11. 3.3.1-36, AND 3.3.1-37. THIS ANNOUNCEMENT BEST VIEWED/DOWNLOADED FROM FAA CONTRACT OPPORTUNITIES WEB SITE, HTTPS://FAACO.FAA.GOV, KEYWORD: 16-R-01683 The Federal Aviation Administration (FAA) has a requirement for Acquisition Services Contract for Mike Monroney Aeronautical Center (MMAC) Acquisition Services Division, Oklahoma City, OK. All work shall be accomplished in accordance to the Performance Work Statement. The Contractor must provide all qualified personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services necessary to perform services as defined in the Performance Work Statement (PWS) attached in Section J, except for those items specified as government furnished property and services. The Contractor must perform to the standards in this contract. The services include but are not limited to a wide variety of functions encompassing the entire spectrum of the acquisition process in accordance with any referenced documents and any other agency or locally developed policies and procedures. It is anticipated that a time and material/labor hour type indefinite delivery/requirements contract will be awarded as a result of this solicitation. Your attention is directed to Sections L and M of SIR/RFO DTFAAC-16-R-01683 for instructions for preparation and submission of proposals. This requirement is 100% set-aside for competition among Service Disabled Veteran Owned Small Business. The NAICS code applicable to this requirement is 561110 Office Administrative Services. The business size standard for this NAICS is $7.5 million. In conjunction with the set-aside nature of the requirement, offeror s must meet the requirement of AMS Clause 3.6.1-12 to be eligible. PRE-PROPOSAL CONFERENCE (a) Prospective offerors are invited and strongly encouraged to attend a pre-proposal conference to be held at 1:00 p.m., Tuesday, February 2, 2016, at the Mike Monroney Aeronautical Center, 6500 South MacArthur Blvd., Oklahoma City, OK. in Room 108 of the Visitors Center Building (Visitor Center is located off Regina Avenue). The conference will be held for the purpose of clarifying the requirement, permit general discussions regarding this Screening Information Request/Request for Offer (SIR/RFO). (b) Offerors are required to submit any questions they may have regarding this requirement in writing to the Contracting Officer by 3:00 p.m. CST, January 26, 2016, so they can be placed on the agenda for discussion or so that a more definite response can be made. E-mail questions to kevin.gramling@faa.gov. Questions received after that date, together with any questions generated at the conference, will be answered in writing as soon as possible following the conference. (c) Remarks, explanations, or answers to questions provided at this conference shall not qualify the SIR/RFO terms unless such remarks, explanations or answers are in the form of a formal written amendment to the SIR/RFO. (d) The following information must be furnished to the Contracting Officer no later than January 29, 2016, via email, kevin.gramling@faa.gov, for those will attend the conference: (1) Name of company represented (2) Name and title of representative(s) Contractors must be registered with the System for Award Management, www.sam.gov on the date established for receipt of offers (February 11, 2016). Reference AMS Clause 3.3.1-33, paragraph (d), if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror. In addition, offerors must complete Section K including the Business Declaration Form. The form is incorporated in Section K of the SIR/RFO. The FAA reserves the right to review and verify each offeror's program eligibility. The date and time for receipt of responses is 2:00 p.m. CST, February 11, 2016 (facsimile responses, paper copies, and zip files are not permitted). Any responses received after 2:00 p.m., February 11, 2016, will not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals. If all requested information is not furnished, the vendor s response may be determined unacceptable; therefore, not considered as one of the qualified companies. Oral or written communications with offerors, during the screening process, will be conducted if the FAA deems communication is necessary. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals.
