- The U.S. Department of State (DoS), Regional Procurement Support Office in Fort Lauderdale, Florida is conducting market research to identify potential U.S. small business sources with the capability to successfully perform the services described in this notice. The requirement is classified under the North American Industry Classification System (NAICS) code 511210, with a corresponding size standard of $38.5 million. This is a sources sought notice only. This notice is not a Request for Proposals (RFP) or Request for Quotations (RFQ). No contract or order will be awarded from this announcement, nor will there be any reimbursement made for any costs associated with providing information in response to this announcement. The Government will utilize responses to this sources sought notice to determine the availability of qualified U.S. small business firms capable of meeting the DoS requirements and to determine the appropriateness of setting aside an anticipated acquisition. The order of precedence for consideration of any capable small business firms responding to this notice is HUBZone; Service Disabled Veteran Owned; Woman-owned and Economically Disadvantaged Woman-owned; Disadvantaged; other Small Businesses. The requirement is for updating a wire room at the Colombian National Police, Criminal Investigative Division, with a modern wireless system to be used for the interception, collection, storage, and analysis of telephonic communications. The new system will be a complete solution encompassing all hardware, software, and services required to meet the intercept needs of the National Police. The project will include installation and configuration of the system, end user training (in Spanish), and system maintenance and support. The system employed will be a phone call intercept system for pen register and telecommunications intercept. Once in place, the system must become a passive node on the telecommunication carriers' networks so that it may receive real-time intercept information delivered by the carriers for any legally authorized intercepts. The system software must offer a suite of analytical capabilities with primary features that include automated analyses, graphical analyses, call frequency charts, link charts, time lines, Geographical Information Systems Mapping, VPN/Remote access with unlimited access and a security package. Additionally, the system must be able to work with and connect to Esperanza (Colombia's intercept platform used to intercept calls from the telecommunications carriers), and must be compatible with all new Esperanza-defined protocols. The system must also be one that is widely used in U.S. federal law enforcement and includes automated functions for exporting call and subscriber data and importing data from DHS intelligence databases to facilitate the sharing of data with multiple agencies. This includes the ability to exchange native data file formats with other analytical database systems such as i2 Analyst's Notebook and Accis, as well as Law Enforcement Agency Systems / Centralized databases such as DEA, M204 Tolls System; FBI, Telephone Applications (TA); DHS/ICE Telecommunications Linking System (TLS); and the US Marshals Service WIN/JDIS System. The system must be one that can be easily upgraded to convert from analyzing historical call detail records to a live monitoring Lawful Intercept (LI) system, thus decreasing the learning curve for wiretap system operators. Specific qualifications as they pertain to this sources sought notice include the following: Past experience in 1) providing systems used for the interception, collection, storage, and analysis of telephonic communications, 2) working with law enforcement agencies that employ the use of these types of systems; and 3) providing a total system solution including hardware, software, installation/configuration services, training, and system support. Additionally, provide evidence that 1) the proposed system is one widely used in U.S. federal law enforcement and includes the capabilities and features specified in this notice, 2) the system includes the ability to exchange native data file formats with other analytical database systems such as those described above; 3) the proposed product offers a suite of analytical capabilities, including those primary features identified above; and 4) the system is capable of connecting to and working with the Esperanza platform, and that it is compatible with all new Esperanza-defined protocols. Interested U.S. small business concerns capable of meeting the above requirements are invited to submit a Capability Statement by emailing the contracting officer LindquistRA@state.gov. Subject line shall read Sources Sought for Wire Room Upgrade Project. The Capability Statement must include at a minimum the following information: Company name, DUNS number, and POC information; Small Business Status (e.g. Small, SDVOSB, WOSB, HUBZone, etc.); Technical specifications of company's product(s) meeting DoS requirements, to include product name and part number(s); other information demonstrating that your firm meets the experience and other qualifications specified above. Capability Statements must be received by the Contracting Office no later than 4:00 p.m. (EST) on February 12, 2016 to be considered. General expressions of interest and/or prior experience in providing the type of systems specified are not being solicited. Only capability statements that specifically address the requirements specified in this notice will be considered. NO PHONE CALLS WILL BE ACCEPTED.
