Description

The Naval Surface Warfare Center Panama City (NSWC PC) intends to issue a contract modification to contract N61331-12-C-0007 with CTC Enterprise Ventures Corporation (EVC), a wholly-owned corporation of Concurrent Technologies Corporation (CTC), 100 CTC Drive, Johnstown, PA 15904-1535, for the Firm Fixed Price (FFP) incorporation of five engineering change proposals (ECPs).This acquisition is sole source for the following reasons. CTC is the designer, developer, and original fabricator of the CSTRS system. EVC is a wholly owned subsidiary of CTC. EVC is currently supporting and has previously supported CTC's contracts through inter-divisional transfers for past CSTRS efforts and other contracts as appropriate. This is acquisition of production units of a major system of highly specialized equipment, including major components thereof, within the exact meaning of FAR 6.302-1(a)(2)(ii). Given the complexity of the CSTRS System and the level of system knowledge required to provide production support of the CSTRS system, EVC, through its interdivisional transfers with CTC, is the only source possessing the requisite expertise, internal technical data, equipment, and experienced personnel necessary to successfully provide the engineering, production, and quality of service to accomplish all tasking. Please note that defense payment office may not make payment unless the contractor is established to receive electronic funds transfer (EFT). EFT payments are based on the contractor's EFT information contained in the CCR database. The NSWCPC has implemented Electronic Commerce (EC) in the acquisition area. Therefore, this synopsis and any applicable amendments will be available at https://www.fbo.gov. Vendors should regularly access this web site to ensure that they have downloaded all amendments.
