- The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) intends to acquire engineering and technical services in support of the Variable Frequency, 400Hz, and DC Electric Power Systems Branch. NSWCPD requires engineering, technical, and logistics services, including engineering and technical support personnel and facilities, required to support U.S. Navy Submarine and Surface Ship, USCG, Military Sealift Command (MSC), Foreign Military Sales (FMS) and other selected DOD vessels as well as shore based test sites and training centers that is most advantageous to the Government. More specifically, the services required will be in support of Hull, Mechanical & Electrical (HM&E) 60Hz, 400Hz, DC, and lighting Systems as well as AIR, AIMD, Air Operations, Supply, and Avionics related systems. It is intended to solicit this requirement as a total small business set aside. A Cost Plus Fixed Fee (CPFF), Indefinite Delivery, Indefinite Quantity (IDIQ) type contract is contemplated. The Government reserves the right to make multiple awards. The resultant contract will include a base period of performance of one (1) year and four (4) one-year option periods. As these services have been determined to be non-commercial, this acquisition will be conducted in accordance with the procedures outlined in FAR Part 15 entitled, "Contracting by Negotiation". The RFP will require the submission of technical as well as price proposals. The North American Industry Classification System (NAICS) Code is 541330, Marine Engineering and Naval Architecture; size standard $38.5 million. Interested Parties should refer to solicitation number N64498-16-R-5002. The RFP will be made available electronically upon its release at www.neco.navy.mil. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments thereto. The Government will not pay for information received. The anticipated date of RFP posting is on or around 15 February 2016.
