Description
Unarmed Guards Solicitation The purpose of this guard service is to offer an effective and visual deterrent presence for the prevention of terrorist/criminal activities (i.e., damage, sabotage, espionage, theft, unauthorized access, etc.) on U.S. Government leased facilities in Ouagadougou, Burkina Faso from 22 February 2016 to 21 August 2016. The Contractor shall provide security for four (4) facilities on a 24-hour period daily. Guards must not work more than 8-hours during one shift nor more than six consecutive days, without prior coordination and justification with the COR. The Contractor shall provide security of leased/rented facilities and will patrol the team compound hourly to ensure a 24-hour force protection presence. The U.S. Government will not provide meals, water, and lodging for guards. The solicitation will specifically states the number of guard posts, required number of security guards at each post, duty guard hours, equipment and facilities provided by the Contractor and the US Government, and any other pertinent information. The Contractor shall provide all management, personnel, tools, materials, transportation, equipment, labor, and supplies, except for what will be provided by the US Government. This contract will be valid for US Government leased/rented facilities in and around Ouagadougou, Burkina Faso. Personnel performing duties under this contract must be qualified and trained as security guards. The Contractor shall provide a Site Supervisor, who will be responsible for the overall operational management and have full authority to act for and on behalf of the Contractor concerning all matters relating to daily operations required by this contract. The Site Supervisor will coordinate with the COR on specific duty locations. The Site Supervisor shall be fluent in both spoken & written English; fluent in spoken French, experienced enough to provide basic conflict resolution for guard staff. Contractor security guard personnel shall be able to speak, understand, write and read the topics related to their job (i.e. reporting emergency situations in person or via telephone/radio to their supervisors and/or military authorities) in both the English and French. Prior to beginning duties under this contract, each security guard shall have performed as a civilian or military security guard/policeman or have had military operational experience at least for one (1) year within the past three (3) years. The Contractor shall provide the COR with a copy of employees' contract for verification. The Contractor will provide training records, photos, police background check, and bio including their father and mothers name for each security guard one week prior to the start date of the contract or replacement of personnel.
