- The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA, intends to modify the current contract to increase the Cost Plus Fixed Fee (CPFF) ceiling, and add tasking for contract N68936-14-D-0022 to fulfill the PIO Spares requirement of the Standard Missile 1 (SM-1) Program which NAVAIR awarded, on a sole source basis, to Raytheon Missile Systems (RMS). RMS is the only contractor possessing the required equipment, which consists of 30 unique test sets, necessary to perform these maintenance activities. Currently this test equipment is being used for SM-1 in addition to other missile programs at Raytheon facilities. Recreating this test equipment would result in a substantial duplication of cost to the Government. Other interested parties may identify their interest and capability to respond to the requirement no later than 10 Feb 2016. DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT BACKGROUND On August 28, 2014, NAWCWD China Lake awarded contract N68936-14-D-0022 on an Other than Full and Open Competition basis, a five year CPFF contract to RMS, 1151 Hermans Rd. Tucson, AZ. 85756-9367. REQUIRED CAPABILITIES All interested sources must have the ability to provide PIO Spares specific to the SM-1 Program. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. This notice of intent is not a request for competitive proposals. However, any firm believing it can fulfill the requirement of providing the services identified above for the SM-1 project may submit a written response, which shall be considered by the agency. The written response shall reference solicitation number N68936-14-R-0015 and clearly show the firm's capability, background, experience and assets necessary to perform the required work mentioned above without compromising quality, accuracy, and reliability. E-mail responses shall be received at this office no later than 3:00 P.M. Pacific Time on 10 Feb 2016. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. Interested businesses should submit a brief capabilities statement package of no more than 15 pages in length (no more than ten 8.5 X 11 inch pages, font no smaller than 11 point) demonstrating ability to perform those services listed in the Requirements Capability section of this document. Documentation should be in bullet format. All responses shall include Company Name, Company Address, Company Business Size, Company Cage Code, Company DUNS Number, and Points-of-Contact (POC) including name, phone number, fax number, and e-mail address.
