Description

Pre-Solicitation Notice South Texas Health Care System (STXHCS) anticipates awarding a Firm-Fixed Price Construction Contract for the Veterans Affairs Medical Center, Kerrville VA Hospital, Building 90 Roof Replacement Project. The project number is 671A4-14-104 and is located at building 90 on the campus property at 3600 Memorial Blvd, Kerrville VA Hospital, Kerrville, Texas 78028. The Scope of Work: The contractor shall provide all necessary labor materials tool and equipment to accomplish the deliverables described in this statement of work, except as may otherwise be specified. The objective of this project is to provide a roof replacement and upgrade of associated mechanical, electrical, structural, and environmental systems at building 90, Kerrville VA Hospital, Kerrville, Texas 78028. All work needs to comply with the specifications and drawings provided. The contractor will need to supply As-built markup drawings to the designated Contracting Officer's Representative. The existing roof and ceiling is leaking and a roof replacement system is required. New construction includes existing built-up roofing system, flashing, walkway pads, roof drains, metal pipe handrails / posts and gate, metal canopy with supporting steel posts, fire sprinkler system and existing exhaust hood with curb system. Removal includes existing coping, lightning protection system and existing exterior aluminum door system as well as removal of light weight insulated concrete and metal decking for new roof penetrations. Interior demolition shall consist of removing cement plaster ceilings with metal lath system and supports, along with suspended metal hoods at switchgears which require storage for reinstallation. All work is to be accomplished on the campus property at 3600 Memorial Blvd, Kerrville VA Hospital, Kerrville, Texas 78028. Scope of work includes: general construction, roofing alterations/materials/labor, mechanical and electrical work, necessary removal of existing structures and construction and certain other items; electrical work that includes labor, material, equipment and supervision to perform the required electrical construction work on this project including connecting a new HVAC unit; mechanical work that includes all labor, material, equipment and supervision to perform the required mechanical construction work on this project including the addition of a chilled water HVAC Unit to condition the electrical room for building 90. The period of performance is 200 calendar days after receipt of Notice to Proceed (NTP) The method of procurement shall be Invitation For Bid (IFB) in accordance with Parts 14 and 36 of the FAR, with an estimated solicitation release date of on or about February 19, 2016 and a bid due date on or about March 23, 2016. The VA reserves the right to use only Federal Business Opportunities/FedBizOpps (FBO) website - www.fbo.gov via the internet, to provide notification of any amendments to this requirement and to post the subsequent IFB solicitation. It is the contractor's responsibility to view the FBO website daily for any amendments to this requirement and to obtain the IFB, Specifications, and Drawings. This procurement is a competitive offer and the solicitation will be advertised as 100% set-aside for Service Disabled Veterans Owned Small Businesses (SDVOSB), under Public Law 109-461 (38 USC 8127), offers received from other than SDVOSB concerns will not be considered. The NAICS Code is 236220, with a business size standard of $36.5 Million. Probable Cost Range: Between $250,000 and $500,000.
