- Map of the Natomas Basin with the estimated 'reach' segments indicated to be prospective task orders under any resulting MATOC W91238-16-S-0218 (27 Jan 2016) This is a SOURCES SOUGHT SYNOPSIS (for Market Research purposes ONLY) to determine the availability of small business firms for a potential small business category type set-aside. NO AWARD will be made from this Sources Sought synopsis. NO SOLICITATION OR SPECIFICATIONS ARE AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. Firms having the skill, experience / capabilities and bonding capacity necessary to perform the described project are invited to provide feedback via email to Greg.L.Treible@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Particularly, the purpose of this NOTICE is to gain knowledge of potential small business sources to include small businesses in the following categories: Certified 8(a), Certified HUB Zone, and Service-Disabled Veteran-Owned Small Business (SDVOSB) and Woman Owned, for a prospective Design-Bid-Build Natomas Levee Improvement Multiple Award Task Order Contract (MATOC) in Sacramento, CA. The capabilities will be evaluated solely for the market research purpose of determining whether or not to pursue a Set-Aside for the Small Business (SB) Community or an Other Than Small Business Procurement. Other than small businesses may respond to this notice. However, preference will be given to the SB categories listed above. The government must ensure there is adequate competition among the potential pool of available contractors. This Government estimates issuing a two-phase RFP in the summer of 2016. The estimated magnitude according to Defense Federal Acquisition Regulations 236.204 and estimated capacity under the MATOC is $500,000,000-$800,000,000. The NAICS is 237990 - Other Heavy and Civil Engineering Construction, the size standard is $36.5 million, and the Federal Service Code is Y1NZ, Construction of Other Utilities. SCOPE OF WORK AND PROJECT DESCRIPTION The Government intends to solicit proposals for an, "indefinite delivery, indefinite quantity (IDIQ) multiple award task order contract (MATOC)". Tasks associated with this MATOC will focus on construction of levee improvement measures within the greater Central Valley of California, with most of the work focusing on the Natomas Basin, which is part of the Sacramento River Flood Control System. The Central Valley of California encompasses the Sacramento Valley, the San Joaquin Valley, the Sacramento/San Joaquin Rivers' Delta, and numerous tributary streams. There are approximately 1,300 miles of Federal "project levee" within this geographic area. A project levee is a levee that has been specifically authorized by Congress. A small portion of the work (less than 20% of construction dollars) that may be accomplished under this MATOC IDIQ may occur anywhere within this geographic area. The balance of work (greater than 80% of construction dollars) that may occur will likely be within the Natomas Basin. The Natomas Basin is located in Sacramento and Sutter counties and is surrounded by levees. The Natomas Basin is protected from flooding by a continuous, 42-mile levee system bounded to the north by the Natomas Cross Canal (NCC), to the west by the Sacramento River, to the south by American River, and to the east by the Natomas East Main Drainage Canal (NEMDC) and the Pleasant Grove Creek Canal (PGCC). In 2014, the Natomas Post Authorization Change Report was authorized by Congress allowing for Federal investment into levee improvement construction of the entire 42 mile perimeter. Previously, the local sponsors (the State of California, Central Valley Flood Protection Board (CVFPB) and the Sacramento Area Flood Control Agency (SAFCA)) constructed improvements to 18 of the 42 mile perimeter levee system leaving 24 miles of improvement construction to be accomplished under this MATOC. The Natomas Basin has been divided into nine (9) reaches, identified A through I. Reaches A, B, and C are on the Sacramento River, Reach D is on the Natomas Cross Canal, Reach E is on the Pleasant Grove Creek Canal, Reaches F, G, and H are on the Natomas East Main Drainage Canal, and Reach I is on the American River. The majority of Reaches B, C, and D are what comprises the 18 miles that has already been constructed. The majority of work for this MATOC IDIQ will be for Reaches A, E, F, G, H, and I, with small portions of Reaches B, C, and D. It is estimated that for the Natomas Basin, there will be up to 10 construction task orders issued under this MATOC for constructing levee improvements in these reaches with an estimated range of between $10 million and $100 million each. Work to be accomplished under this MATOC IDIQ but is not limited to the following: • Construction of seepage cutoff walls through the existing levee crest, waterside levee toe, or adjacent levee using various different materials and methods determined to be technically acceptable. These could include the following1; o slurry supported trench using long-reach excavators or clamshell (conventional), o deep mix method (DMM), o cutter soil mixer (CSM), o one pass trenching (OPT) or, o trench cutting re-mixing deep method (TRD); • Construction of seepage berms; • Construction of stability berms; • Construction of drained or undrained seepage blankets; • Use of controlled low strength materials for utility backfill, encasement, or seepage cutoffs; • General earthwork including; o levee embankment degrade and reconstruction, o construction of levee access and maintenance roads o levee crest widening or raising, o levee embankment slope flattening o construction of levee access ramps o excavation and fill associated with ditches, borrow sites, • Utilities and Penetration; o general utility relocation, demolition, or replacement, o pump station relocation, demolition, or replacement, • Removal of encroachment structures; • Vegetation removal; • General demolition of structures, pavements; • Procurement of bentonite, cement, sand, gravel, rock riprap, geotextiles, soil, and other types of material; • Construction of rock riprap revetment erosion repairs or protection; • Demolition and construction of road surfaces; o aggregate base course surfaces, o asphaltic concrete surfaces, • Installation of relief wells and piezometers; • Installation of water collection systems for relief wells; • Traffic control, detours, or road closures; Note 1: Certain seepage cutoff wall construction methods will be limited to specific material combinations based on design performance requirements as shown below; • DMM, CSM, TRD - SCB (Soil-Cement-Bentonite) • OPT - SB (Soil-Bentonite) or SCB • Conventional - SB or SCCB (Slag-Cement-Cement-Bentonite) CAPABILITY STATEMENT The following requests are designed to apprise the US Army Corps of Engineers, Sacramento District, of any prospective construction contractors' project execution capabilities. Please provide your response to the following. The submission is limited to 10 pages. 1) Offeror's name, address, point of contact, phone number, and e-mail address. 2) Offeror's interest in bidding on the solicitation when it is issued. 3) Offeror's capability to perform a contract of this magnitude and complexity and comparable work performed within the past 10 years - Describe your self performed effort, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples. 4) Offeror's type of small business and Business Size (Small Business, HUBZone, Service Disabled Veteran Owned and/or Small Business, 8(a), Woman Owned). 5) Offeror's Joint Venture information if applicable - existing and potential. 6) Offeror's Bonding Capabilities in the form of a letter from a Surety OR a third-party Attorney in Fact on behalf of a Surety. All sureties shall be identified on the Department of Treasury List of Certified Companies. Any surety NOT identified on this list will not be considered; and therefore a prime contractor that submitted evidence of bonding capacity using a surety not identified on this list will not be considered. The Capabilities Statement for this sources sought is NOT to be submitted as an offer or bid for any future Request for Proposal or Invitation for Bid that may result from this synopsis, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government be held financially liable for information solicited. Respondents will NOT be notified of the results of the evaluation. After completing its analysis, the Government will determine whether to limit competition among 8(a), Service Disabled Veteran, HubZone, or all Small Business firms or proceed with full and open competition as Other Than Small Business. Submissions that are not timely and/or do not meet the requirements as contained herein will not be considered.
