- This is a Sources Sought Synopsis. The intent of this synopsis is to identify potential sources for an Indefinite Delivery, Indefinite Quantity (IDIQ) type multiple award construction contract (MACC) for various projects covered by the United States-Japan Roadmap for Realignment Implementation that are funded by Government of Japan (GoJ) direct cash contributions (or otherwise referred to as Mamizu funds). The scope may include construction (includes design build) services for new construction of a variety of facility types including but not limited to, barracks/dormitories, administrative facilities, educational facilities, dining facilities, ranges, training facilities, roads, streets, site utilities/infrastructure and other base development facilities produced in accordance with nationally recognized industry, international, federal, or military standards. The contract coverage will be the Territory of Guam and Commonwealth of Northern Marianas Island. The North American Industry Classification System (NAICS) may include Subsection 236 - Construction of Buildings and Subsection 237 - Heavy and Civil Engineering Construction. The applicable size standard is $36.5 million. NAVFAC Pacific will use the responses to this Sources Sought synopsis to make the appropriate acquisition decision for the planned procurement. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan-holders list. After review of the responses to this synopsis, a pre-solicitation announcement will be published in the Federal Business Opportunities (FedBizOps) if the Government intends to proceed with the procurement of these services. The Government will evaluate responses based upon experience, past performance, financial and bonding capacity. Offerors shall complete the attached form Sources Sought Questionnaire including Attachment(s). Offerors having the capability to perform this work are invited to submit its qualifications, limited to 50 pages (8 x 11 , duplex), by 2:00 PM, HST on February 16, 2016. Complete information must be submitted as the Government will not seek clarification of information provided. The Government will not contact the concern for clarification of information. This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended.
