This announcement constitutes the only solicitation; proposals/quotations are being requested. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for RFQ AG-84N8-S-16-0015. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-85-1. This acquisition is 100% set-aside for Total Small Business. The associated NAICS code is 541910 (Marketing Research and Public Opinion Polling) with a size standard of $15.0. The line item description is as follows: The Manti-LaSal National Forest, located in Utah, is participating in the National Forest Visitor Use Monitoring (NVUM) project in which the Forest will be conducting exit interviews of recreation visitors. These interviews will take place by asking recreation visitors to voluntarily pull off forest roads to a designated interview point. Some interviews will be conducted in parking lots of developed sites, such as ski areas. These interviews will occur from October 1, 2015 through September 30, 2016. The Forest Service will conduct these interviews until the contract is awarded, at which time the contractor will then begin conducting the interviews. The anticipated contractor start date is April 1, 2016. Offerors should reference the attached solicitation package and attachments in order to obtain a complete understanding of the project objectives and requirements. The provision at 52.212-1, Instruction to Offerors-Commercial, applies to this acquisition. (DEC 2013) Instructions for the Preparation of Quotations Offerors shall submit with their quote a narrative describing its experience and technical capability as it relates to this requirement. Offeror shall also provide at least three past performance references (including phone numbers) for projects completed in the past three (3) years that were similar to this requirement (reference section 52.212-2 Evaluation-Commercial Items in the solicitation package for complete information). The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The evaluation criteria, listed under paragraph (a) of this provision, are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Past Performance Technical Approach (the ability of the item or service to meet the Government's needs) Price Technical and past performance, when combined, are equal when compared to price.
