Description

This is a Sources Sought (SS)/Request for Information (RFI) in accordance with Federal Acquisition Regulation 15.201(e). The Government does not intend to award a contract on the basis of this request, as such, neither unsolicited proposals nor offers of any kind will be considered in response to this SS/RFI and there will be no contract award resulting from responses to this notice, nor reimbursement for any costs associated with providing information in response to this notice. This SS/RFI request is being placed under the General Services Administration (GSA) Advantage and Federal Business Opportunities (FedBizOpps) web sites via the internet. The Department of Veteran Affairs (VA), Strategic Acquisition Center (SAC) is issuing this SS/RFI as a means of conducting market research to meet the Veteran Health Administration's (VHA) requirement to provide consumable commodities in support of the Medical/Surgical Prime Vendor (MSPV), and the next generation Medical/Surgical Prime Vendor (NG-MSPV) Program catalog. The MSPV/NG-MSPV program is a national program that provides a customized distribution system that meets or exceeds facility requirements by providing efficient and cost-effective just-in-time distribution, inventory, electronic, and catalog ordering processes through seven prime vendor contracts. The MSPV/NG-MSPV program facilitates quick, reliable, just in time ordering, thus, increasing the efficiency and effectiveness of the day-to-day operations in the VHA system. The Government will award the NG-MSPV Prime Vendor contracting vehicles for the distribution of a catalog of medical surgical commodities. The commodities distributed by the Prime Vendors will be from underlying Blanket Purchase Agreements awarded by VA. VA is interested in gaining knowledge of the most appropriate categories for these consumable commodities, in support of the MSPV and the NG-MSPV Program catalog. The result of this market research will contribute to determining the categories for the procurement. For your review, attached (Example MSPV Requirements.pdf) is an example list of items to be procured through MSPV/NG-MSPV by Supply and Product Line categories. RESPONSE INFORMATION: Responses to this SS/RFI must be submitted by 11:59 pm, Eastern Standard Time, February 17, 2016. Responses to this SS/RFI must be submitted utilizing the online survey available at this link: http://www.mcix.com/MSPVCatDetail/ Data collected will become the property of the VA and will not be shared with any entity outside of the VA. Please note that this RFI is exclusively survey-based, written or telephone responses will not be considered. DISCLAIMER: A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Any response submitted by respondents to this request constitutes consent for that submission to be reviewed by the VA SAC. Respondents are advised that the Government is under no obligation to provide feedback with respect to any information submitted.
