Description
The Virginia Contracting Activity intends to solicit and negotiate a (6) six month extension on contract number HHM402-10-D-0022-0002, Intelligence Community-Incident Response Center (IC-IRC), based on the authority of FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirement. This task order is a current award under the Solutions for Information Technology Enterprise (SITE) Contract. All SITE awardees were given a fair opportunity to be considered for the original order. The Government intends to solicit and negotiate with Red Arch for Intelligence Community-Incident Response Center (IC-IRC). This short-term bridge contract extension to the existing task order will allow time for a task order competition to be completed under the Enhanced Solutions for the Information Technology Enterprise (E-SITE) contract. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement or proposal which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. The requirement is to extend the existing Intelligence Community-Incident Response Center (IC-IRC) Task Order (from 5/17/2016 to 11/12/2016) will allow the Chief Information Office (CIO) to continue to Implement and monitor IC compliance with the Concept of Operations to ensure the integrated defense of the IC IE. Develop, maintain, and share with IC elements situational awareness of network topology, including connection points among IC element networks; threats, vectors, reported incidents and actions that could adversely affect the IC information environment; and the overall health and status of IC IE defenses. Coordinate activities for the integrated defense of the IC IE with IC elements; the Department of Defense; and other U.S. Government departments and agencies, as appropriate. Services required to be performed are listed as follows: - Monitors cyber security events, incidents, outages, threats, and vulnerability information - Establish a baseline understanding of network assets and normal network traffic volume - Assess the IC enterprise risk to network assets and performance - Obtain internal information on network operations affecting mission performance - Obtain external information on events, incidents, outages, threats, and technical vulnerabilities - Detect anomalous activities through automated mechanisms - Coordinate individual organizational actions to reduce the overall shared risk environment - Integrate results into a predictive analysis capability - Share threat information with the IC and other organizations Place of contract Performance is various CONUS and OCONUS locations.
