Description
The Naval Sea Systems Command intends to issue a sole source Firm Fixed Price Order against Basic Ordering Agreement (BOA) # SPRTA1-12-G-0006 to procure eight (8) GE, Single Shank Turbine (SST) Hot Section Kits, Part Number (P/N) 738L551G01 and eight (8) GE LM2500 Integrated Electronic Controller (IEC) Modification Kits, Part Number (P/N) 682L284G04. The procurement shall be fulfilled by General Electric Company (GE), General Aircraft Engines Company located at 1 Neumann Way Cincinnati, OH 45215-1988. Delivery is required within 364 days of award. The LM2500 SST serves as the main propulsion marine gas turbine (MGT) aboard DDG 51 and CG 47 class ships. In addition, the LM2500 SST serves as the propulsion boost MGT aboard all LCS Independence Variant hulls. The IEC Kit procurement is in support of ongoing modernization efforts supporting DDG 51 class ships. The Hot Section Kit procurement is in support of ongoing LM2500 repair and overhaul efforts supporting CG 47, DDG 51, and LCS Independence Variant operations. The LM2500 SST gas turbine is a commercial off the shelf (COTS) item designed, developed and exclusively manufactured by GE. Firms interested in subcontracting opportunities should contact GE directly. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. However, the Government is actively seeking additional sources. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, it is a request for information and all responsible sources may submit a capability statement, proposal, or quotation, within fifteen days (15) after date of publication of this synopsis. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to compete or not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
