Description
CAD Standardization Specifications The Department of Agriculture Forest Service (FS) is issuing this Special Notice in order to complete Market Research and to engage in vendor collaboration. Please note there is no solicitation number at this time. FSCAD16MARKETRESEARCH is the place holder tracking number until such time as a solicitation number is assigned. Introduction The focus of the Interagency Dispatch Implementation Project (IDIP) is to improve program delivery of dispatch services while meeting the mission needs of the Forest Service and Department of Interior (DOI), as well as state, local, and tribal stakeholders. It provides a long-term strategy toward improving safety, efficiency, and cost effectiveness in the dispatch and coordination system. The establishment of three core working groups, Computer Aided Dispatch (CAD) Standardization, Interagency Dispatch Operational Guidance (IDOG), and Dispatch Governance and Staffing, will serve as blueprints for implementation of dispatch improvements. Background The Department of the Interior Deputy Assistant Secretary for Public Safety, Resource Protection, and Emergency Services and the FS Deputy Chief for State and Private Forestry directed implementation of the Wildland Fire Information and Technology: Strategy, Governance, and Investments, March 23, 2015, resulting in the creation of the Wildland Fire Information and Technology (WFIT) Board. The WFIT governance and management structure is an integrated, cohesive approach for information and technology that maintains established personnel reporting relationships with the Forest Service and the DOI wildland fire management program. This provides a clear, single interface point between the wildland fire "line of business" and the investment decision‐making structures of the two organizations. It is a single, unified body to identify requirements and priorities, to efficiently make investment decisions and manage all of those investments as a single portfolio. The WFIT Board will oversee procurement of any IT system that results from IDIP efforts. Purpose The IDIP seeks a vendor to provide comprehensive and cost-effective strategies and services in support of its CAD STANDARDIZATION. To ensure that the resulting acquisition is of best value and satisfies WFIT requirements, aligns with commercial services to the maximum extent practicable, and represents government and industry best practices, the IDIP will be conducting market research that will rely on information exchanges with industry. The IDIP will be holding a "Market Research Industry Day" at 8:00 AM MST Tuesday March 15, 2016 at the TownePlace Suites 1415 Eagle Road S, Meridian, ID, 83642. The primary objective of this event is to foster an early partnership with industry that will facilitate the open exchanges of information throughout the procurement process. The IDIP will provide further details on its procurement and outreach goals, and will encourage industry representatives to ask questions and provide insight and feedback not just on the procurement details, but also on industry trends, programs, platforms, best practices and any other relevant aspects of the field to better inform the IDIP as it finalizes its solicitation. The presentation will include a brief presentation and an extensive question and answer session. Please see the attached document for CAD STANDARIZATION REQUIREMENT specifications and the announcement below for additional details regarding the planned event and how to attend. Event Details The IDIP Board will be hosting an industry day event for interested parties/companies. The event will begin at 8:00 AM MST on Tuesday March 15, 2016. Interested parties are required to RSVP, in accordance with the below procedures. Attendance in person or via teleconference is encouraged. There may be time to view IT/CAD platforms of the interested parties/companies. How to RSVP Reservations for the hosted event must be made via FedBizOps by adding your firm to the list of interested vendors and emailing fsaqmisb@fs.fed.us Interested parties must include the following in their email: Type "RSVP - FS CAD Industry Day" in the subject line: State whether the planned attendees will appear in person or via teleconference Attach a Capabilities Statement, One-Pager, or equivalent Provide the names of the planned viewer(s) with their: Email address(es) Phone number(s) Name of the company that they are representing DUNS Number, Business Size Status and NAICS code Reservations must be received no later than Noon MST Friday, March 4, 2016. Prior to the event, participants will receive an email containing the instructions necessary to call into the teleconference. How to Submit Questions Although the IDIP will entertain questions live during the industry day as time permits, attendees are strongly encouraged to submit questions in advance of the event in an email to fsaqmisb@fs.fed.us with "Questions - IDIP CAD Industry Day" as the subject line, to better ensure that question will be addressed. Interested parties are advised that questions must be received by Noon MST Friday, March 4, 2016. The IDIP may not be able to entertain all received questions. The FS will publish all questions and answers on this site announcement.
