- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Cemtech Energy Controls of Media, PA for the purchase of Yokogawa digital recorders for NIST's Center for Neutron Research (NCNR). The authority for this sole source acquisition is FAR 13.501 and 41 U.S.C. 3304. The NCNR focuses on providing neutron measurement capabilities to the U.S. research community. It is the national center for research using thermal and cold neutrons, offering its instrumentation for use by all qualified applicants. Many of its instruments rely on intense beams of cold neutrons emanating from an advanced liquid hydrogen moderator. The focus of NCNR relies upon the safe and cost-effective operation of the National Bureau of Standards Reactor (NBSR) as well as its ability to operate under and adhere to the licensing agreements of the Nuclear Regulatory Commission (NRC). Part of the requirement to operate the NBSR is to record historical data pertaining to various temperatures, pressures, and flows. Currently there are seven (7) digital recorders presently installed in the NBSR control console as well as various other locations throughout the plant. The proposed acquisition is to obtain the required digital recorders and compatible I/O modules as well as complete working spares to maintain the systems already installed in the NBSR. Through time the digital recorders used by NCNR may require replacement parts or become obsolete. The digital recorders will be used to replace the present digital recorders that have failed. Additional digital recorders may be required to provide adequate spares. These recorders will be used to display various types of nuclear reactor sensor data including temperature, pressure, and flow. The Contractor shall provide the replacement model for the Yokogawa DX-2000 Series Digital Recorders which are presently installed in the reactor control console. Only authorized resellers are authorized to provide Yokogawa products. Yokogawa has stated that Cemtech Energy Controls, Inc. is the sole source provider of Yokogawa process automation and controls products in the Washington D.C. metropolitan area. Cemtech Energy Controls is the only Contractor that can provide the required Yokogawa products. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. This requirement is expected to be awarded in April, 2016. The North American Industry Classification System (NAICS) code for this acquisition is 334513, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 1:00 p.m. Eastern on February 22, 2016. Inquiries will only be accepted via email to cory.worley@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
