Department of Veterans Affairs Denver Acquisition and Logistics Center Request for Information Synopsis This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Project: As FMS continues to mature, FMS desires to increase the quality, quantity, and type of courses offered to VA. FMS is actively developing course curricula for facilities management and capitol project delivery managers and professionals. It is also developing training for in-sources craftsmen and tradesmen/women. To enable this latter goal, FMS is considering developing a multiple award, Blanket Purchase Agreement (BPA) type contract vehicle to support training to cover all the various trades within the facilities management and capitol project delivery fields. Answers provided by prospective vendors will provide assistance for the VA FM School to define requirements in accordance with best commercial practices and to identify potential sources. Background: The FMS is interested in working with a contractor or multiple contractors who have the proven experience to provide trades training, on a national level, related to the operation and management of large commercial and medical complexes. The trades training FMS is seeking is represented by the course topics indicated below, however this list is neither exhaustive, nor is each course topic considered a requirement from a single source. - Electrical & Power Production (Electricians) -- Emergency Generators - Mechanical & Plumbing (Equipment Mechanics, Plumbers, Pipefitters) -- Medical Gas - Heating, Ventilation & Air Conditioning (HVAC Equipment Mechanics) - Steam & Boiler Plant Operations (Boiler Plant Operators & Maintainers) - Carpentry & Vertical Construction (Carpenters, Masons, Painters, Locksmiths) - Pavements & Grounds (Groundskeepers) - Fleet Maintenance (Vehicle Mechanics) - Biomedical Equipment Maintenance (Biomedical Equipment Technicians) - Fire Fighting (Firemen) - Safety & Industrial Hygiene (Industrial Hygiene Technicians) - Compliance Topics for Maintainers Other desires features of this considered contract vehicle include: "Ability to host instructor led training at vendor or government sites across the United States; "Ability to host instructor led hands-on training at vendor or government sites across the United States; "Ability to offer classes online; "Pricing structured by class duration (1 day, 2 day, 3 day, 4 day, 5 day) and not by student head count or subject matter; "All equipment and supplies, to include textbooks and manuals, to be supplied by vendor. It is anticipated that there would be up to three vendors per subject matter area to increase the flexibility of when and where training could be offered. Sources Sought Instructions: Responses: Responses should be single-spaced, 12 point-font, with numbered pages and should not exceed 20 pages in length, including cover page, appendices, tables and figures. Responses should use the following subject heading: "VA Facilities Management Trades Training." Electronic submissions shall be in either Microsoft Word or Adobe PDF format. Submissions must be properly marked. Dates: Responses must be submitted to the VA Acquisition Academy on or before 12PM (noon) Eastern Time on March 7, 2016. All interested parties are invited to respond. All responses must be submitted to: Stacy.Greber@va.gov by 1:00 PM EST, March 7, 2016. Information Requested: Specific Questions to Identify Prospective Contractors: All instructions and questions listed below must be followed and answered completely. Based on the information contained within the Background, please provide responses to the following questions: 1. Name of Company, Address and DUNS Number; 2. Point of Contact and Phone Number; 3. Business Size and type (Large, Small, SDVOSB, VOSB, 8a, woman-owned, etc.); 4. Applicable NAICS codes (e.g., 611430); 5. If your company is a small business, confirm whether your company has the capability to satisfy the Federal Acquisition Regulation's (FAR) Limitations on Subcontracting (see FAR clause 52.219-14) should you be awarded this contract. Specifically, confirm whether your company has the capacity to successfully perform at least 50% of the contract requirements with its own employees; 6. If your company is on a GSA Schedule, please provide GSA Schedule/Contract Number; also provide the current expiration date of your schedule. 7. Is your company registered in the System for Award Management (SAM)? Company must be registered in SAM to be awarded a contract; 8. Please indicate with a positive statement whether you would consider submitting a proposal as a prime contractor should the VA issue an RFP for this requirement, as referenced above; 9. Provide a brief description of contracts of a similar nature (size, scope, and complexity) that your company has handled in the past 3 years and please annotate if this work was performed as a prime or as a subcontractor; 10. List your available training locations and facilities (if your company does not own or lease any training facilities, then please list how you would conduct government site training and the associated costs); 11. List your trades-related courses/classes that are currently available and that have been previously delivered (i.e., do not include courses/classes that are in development or have not been previously delivered); please include duration, maximum and minimum participants, and a brief description of the course/class; logistics; testing; evaluation 12. Please explain how you can price your courses/classes to provide greatest flexibility while reducing administrative burden to the Government; 13. Describe how you would prefer to see a contract procurement opportunity and resulting contract vehicle structured to meet the needs of; and provide maximum benefit to the Government while enticing the most qualified and best value bidders to submit RFP/RFQ responses. Note: If the VA decides to issue a follow-up RFP/Q we will utilize the information from this Sources Sought / Request For Information to help develop the agency's RFP or RFQ. Vendors shall identify any proprietary information in their responses. Proprietary materials will neither be distributed to nor discussed with any other vendor. The use of information submitted to the Government as a result of this RFI will be at the discretion of the Government. The information obtained from responses to this RFI will remain confidential insofar as permitted by law, including the Freedom of Information and Privacy Acts. The Government is not obligated to provide comments to vendor submissions. The Government will not pay for information solicited and will not recognize or reimburse any costs associated with any RFI submission. Therefore, the Government recommends vendors submit electronic versions of, or web links to, previously prepared presentations, documentation, white papers, and other relevant information.
