- This is a market survey for the acquisition of support for the Systems Atlanta branded Information Display Systems (IDS) used in the National Air Space (NAS). The IDS types considered for this market survey are inclusive of only the Information Display System version 4 (IDS4) and the ASOS Controller Equipment “ Information Display System (ACE-IDS). These systems are proprietary to the Systems Atlanta Inc (SAI). Current support for these systems is provided to the FAA by SAI. The FAA does not have the source code or access rights to the IDS source code. Currently, the only known source of support for the SAI branded IDS products is SAI. The purpose of this survey is to determine if any other vendors exist who can provide the services described in the attached Statement of Work (SOW). The estimated period of performance for the contract award is anticipated to be five years, a base year with four one-year options. All other types if IDS used in the NAS are not part of this market survey. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting proposals at this time. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor ™s expense. The purpose of this market survey is also to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing of support for the Systems Atlanta branded Information Display Systems (IDS) used in the National Air Space (NAS). Information from this survey will aid the FAA in its determination as to whether or not adequate competition exists. The Principal North American Industry Classification System (NAICS) size standard code for this requirement is 541511, Custom Computer Programming Services, with a Small Business Size Standard of $27.5 million. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. In order to make this determination the FAA requires the following from interested vendors: 1. Capability Statement - This document should identify: The vendor ™s Ability to provide the services in the attached SOW. This includes the vendor's ability to provide and maintain appropriate levels of experienced and qualified personnel capable of supporting SAI branded IDS operational in the NAS. Prior Experience with SAI branded IDS - For at least three past or current contracts for work similar in scope and complexity to that described in the attached SOW, vendors must demonstrate in narrative form (not brochures or catalogs), direct and recent experience and capabilities with the services and requirements of the SOW. Vendor must respond by submitting a filled-out and signed copy of the Business Declaration form (please submit electronically, email to address below). Inclusive of the three items above, responses should not exceed 10 pages in length and all proprietary information should be clearly marked in the responses. All Submissions/responses must be received by 3:00 p.m. Central Standard Time on February 19, 2016. Submissions will be made electronically to kevin.gramling@faa.gov in.PDF format. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
