- The Contractor shall provide all labor, equipment, supplies, transportation and supervision for 165 Ton Crane Services (rental with operator(s) and ground crew) to support ordnance handling and other port operations at the Naval Weapons Station Earle Pier Complex, 801 Highway 36, Leonardo, NJ 07737 for the period of 04 “ 14 March 2016. Crane services (56 hours estimated) will be required to load ordnance and /or supplies, drop and lift ship fenders, and connect/disconnect ship utilities and equipment. The Crane requirements for this operation are for one (1) 165 Ton Crane with 15,000 lb. maximum load, 160 Ft Boom Length and a Lift Radius of 55 °. Services are contingent upon weather conditions and may be rescheduled with as little as one (1) days ™ notice. Agility of schedule and adherence to a strict safety standard are imperative. The resultant purchase order will be a firm-fixed price lump-sum type order. The NAICS Code for this acquisition is 238990 (All Other Specialty Trade Contractors). The size standard is $15,000,000, and is being issued as Unrestricted available to both large and small business. In accordance with FAR 5.102(d), solicitation documents are limited to electronic medium using Adobe Acrobat (pdf) format and are available on the Navy Electronic Commerce On-Line (NECO) web site: https://www.neco.navy.mil/. No telephone requests will be accepted. Downloading from the Internet is free of charge; however some specifications may take a considerable amount of time to download. All prospective vendors are encouraged to register for the solicitation prior to downloading it from the NECO website. Notification of any changes to this solicitation (amendments) shall be made from the NECO Website. Only registered vendors can be notified by e-mail when amendments to the solicitation are issued. The receipt date for quotes is 29 February 2016 by 4:00 p.m. (see solicitation documents for quote submission instructions). All vendors are required to register in the System for Award Management (SAM) database. Failure to register in the SAM makes a vendor ineligible for award. Information regarding this registration may be obtained by accessing the website at https://www.sam.gov/.
