- PRE-SOLICITATION NOTICE FOR JAPAN SCRAP, SP453016R0001 DESCRIPTION OF SERVICES: The contractor will be required to provide all personnel, equipment, containers, tools, materials, supervision, vehicles and other items or services necessary to perform scrap yard management, scrap removal, scrap demilitarization (DEMIL) / mutilation (MUT) and scrap de-manufacturing (DEMAN) operations including disposal and recycling. The contractor shall meet the standards including disposal and recycling to be defined in the solicitation for four (4) Defense Logistics Agency (DLA) Disposition Services sites located at Iwakuni, Misawa, Okinawa and Sagami, Japan. Area of coverage will also include Forward Collection Sites (FCSs) Kawakami, Sasebo, Yokose, Draughon Range, Torri Station, Naha Port, White Beach, and Tengan Anchorage. Demilitarization training for the contractor will be provided by DLA. BACKGROUND: DLA Disposition Services disposes of foreign excess personal property of the United States Department of Defense (DoD). DLA Disposition Services receives property that is no longer required for use in the DoD and makes a determination whether the property is usable or scrap. If usable property is not needed for redistribution within the Federal U.S. Government, it may be donated to state and local U.S. Governments, sold to the general public, or processed for reclamation of specific metals and materials required for use by the DoD. Only material that has not been disposed of by these outlets or is determined to be scrap shall be subject to this contract. PURPOSE: The purpose of this solicitation is to award a contract for management services to include collecting, transporting, recycling, disposing, demilitarizing and de-manufacturing of scrap and recyclable material in an environmentally responsible and compliant manner. This solicitation does NOT involve disposal of hazardous materials (HM) or hazardous waste (HW). Scrap and recyclable materials may include range residue that have been assessed as safe (MDAS = Material Documented as Safe). OBJECTIVES: The objectives of contracting for scrap services are to ensure compliant scrap disposal management; to decrease disposal costs; to maximize economic off-sets; to reduce the U.S. Government's capital investment (facilities and equipment costs) and infrastructure; to reduce solid waste disposal through increased recycling; and to move property efficiently. SITE VISITS: Offerors not familiar with the scrap accumulation points at DLA Disposition Services [formerly known as Defense Reutilization & Marketing Offices (DRMO)] at Iwakuni, Misawa, Okinawa and Sagami are strongly encouraged to participate in the U.S. Government-scheduled site visit at each location. Site visits will help the offerors in determining the number and type of containers, labor, supplies and equipment that will be required to perform scrap / recycling services. Dates, times and locations of site visits will be specified in the solicitation. PRICE SCHEDULES: There will be two (2) price schedules. One price schedule will include DLA Disposition Services at Iwakuni, Misawa and Sagami and associated FCSs and the other price schedule will include DLA Disposition Services at Okinawa and associated FCSs. Offerors may bid on one or both price schedules. When bidding on a price schedule, offerors must submit a price for all contract line items on the schedule. Incomplete offers will not be considered. In addition to management services, recycling and disposal type contract line items, each price schedule will also include a contract line item for DEMIL/MUT and a contract line item for DEMAN. SOLICITATION AND CONTRACT: The solicitation is expected to be issued in March or April of 2016 with proposals due approximately 30 days later. The solicitation will be available for download in the Federal Business Opportunities website at https://www.fbo.gov. The solicitation will result in one or more firm-fixed- price, indefinite- delivery- indefinite-quantity, performance-based, commercial service contracts. An offeror may be awarded more than one price schedule. Each schedule will be awarded to only one offeror. The contract will have an 18-month base period with the Government's unilateral right to exercise two 18-month option periods. This project will be performed in its entirety in the country of Japan. The contractor must possess all necessary permits, licenses and registrations necessary to perform the work.
