Description
Justification for Other than Full and Open Competition-PR0004049 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with Advanced Analytical Technologies, Inc., 2711 Loop Drive, Suite 4150, Ames, Iowa for the purpose of procuring a Fragment Analyzer Automated CE system and its associated peripherals. The DNA Support Unit (DSU) is evaluating Next Generation Sequencing (NGS) instruments/technologies. The DSU's pilot studies to date have been conducted using the MiSeq FGx, an NGS instrument manufactured by Illumina, Inc. Reliable, reproducible, and sensitive quantitation results are necessary for the proper optimization and validation of methods, library preparation, and sequencing on the MiSeq FGx. Additionally, it is necessary for these quantitative and qualitative assays to be amenable to high throughput (HTP) processing in order to detect DNA from a 96-well plate. The Fragment Analyzer Automated CE instrument, manufactured by Advanced Analytical Technologies, Inc. is the only instrument that meets the FBI Laboratory's automated fragment analysis needs for the NGS research and evaluation. Instrument Requirements: • It must be able to perform simultaneous, parallel injection and separation of at least 12 samples at once from a 96-well sample plate, and sample from all the wells of the plate. • It must be able to provide analysis of at least three 96-well samples plates (288 samples) unattended without any user intervention or required liquid handling. • It must have automated flushing of the capillaries between every injection cycle to eliminate sample carryover. • It must have demonstrated sensitivity of at least 5pg/µL for DNA amplicons, 100pg/µL for DNA smears, and be able to separate dsDNA fragments from 35 bp to 40,000 bp without the use of fluorescently labeled primers. • It must utilize a capillary array format with the ability to use capillary arrays of different lengths and use either a 12 capillary or a 96 capillary array. • It must be able to change 96-well sample plates without the need for stopping in-progress instrument operation. • It must come with a computer (and all accessories) with a data analysis software package capable of automatic sizing, quantification (with automatic determination of molarity), and report generation with ability to export reports and results to PDF or Excel. • It must have continuous LED illumination of the capillaries and continuous uninterrupted detection of florescent signal through CCD Detector with LED-based fluorescence and excitation at 470 nm. The DSU needs to procure the following instrument and associated peripherals: • 1 Fragment Analyzer Automated CE system (12 capillary) • Florescent System installation & training • 1 Fragment Analyzer Operational Qualification kit • 1 12-Capillary array Cartridge, 50 um (ID) 33 cm (EFF)m 55 cm (TOT), 2mL (RES) • 1 High Sensitivity NGS Fragment Analysis kit (1 bp- 60000 bp), 500 samples • 1 Standard Sensitivity NGS Fragment Analysis kit )1 bp- 6000 bp), 1000 samples Based on market research, and Government end-users, it has been determined that Advanced Analytical Technologies, Inc. is the sole manufacturer and distributor of the Fragment Analyzer Automated CE system and its associated peripherals; therefore, they are the only company capable of providing the necessary instrument. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM.
