Description
The FAA intends to extend the ordering period for nine months through December 31, 2016 and increase the ceiling by 250 Main Display Monitors (MDMs) on the Esterline contract DTFAWA-11-D-00033. This indefinite quantity type contract was originally awarded to BARCO and subsequently novated to Esterline on April 20, 2015. The award will be on a single source basis pursuant to AMS T.3.2.2.4 Single Source Contracting. The current ordering period on the Esterline MDM contract DTFAWA-11-D-00033 is set to end on March 31, 2016. An extension of the ordering period is needed through December 31, 2016 and an increase in the ceiling of 250 MDMs from 2,800 to 3,050 MDMs is required. The total estimated value of this requirement is $3.8 million in the event the FAA orders all 250 MDMs. Market analysis was conducted in accordance with AMS Guidance T3.2.2.4-2. Market survey 8907 was issued in September 2008, updated in November 2009, which indicated that there were five potential sources including Esterline (formerly known as BARCO) who was competitively awarded the current MDM contract. In March 2014, market survey 15838 was issued for Terminal Display Monitor (TDM) and/or MDM requirements. The results indicated that there were multiple potential sources. However, FAA has determined that it is necessary to standardize the STARS MDM in order to eliminate duplication of costs to support multiple platforms and to use of the current vendor to maintain standardization of the monitor and therefore it is not in the best interest of the government to consider the other potential sources or to issue a new market survey. Once the extension is completed and the MDM units reach end of life, the FAA intends to conduct a competitive contract selection to award the next monitor for this program. The FAA currently has an extensive existing infrastructure in place to support the Standard Terminal Automation Replacement System (STARS) platform. This network pervades NAS operational, support, training facilities, and Department of Defense (DoD) and is the backbone of the Air Traffic Control (ATC) information network for our nation's airports and defense facilities worldwide. STARS is replacing the ARTS platform as the standardized terminal automation system and upgrading the early STARS. The MDM is a primary monitor for the STARS in the TRACON operational control room. MDMs will be placed within over 150 FAA facilities in support of STARS and their operational mission. The Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals.
