- The Centers for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion Control (NCCDPHP), intends to award a sole source contract to Comeau Associates, 177 Ball Hill Road, Milford, NH 03055 to provide states collecting data for the Behavioral Risk Factor Surveillance System with training and access to programs and procedures that customize Ci3 CATI(Computerized Assisted Telephone Interviewing) software code and perform tasks essential to BRFSS survey operations and data collection purposes. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 611420, Computer Training. The period of performance for this procurement is 36 months. Comeau Associates is the sole author and developer of the source programming code and procedures that customtze Ci3 software code for the BRFSS CATIprocess. Comeau Associates is the contractor who created the original source code for CATIwhen the BRFSS transitioned from a pen and paper system in the mid 1990's and has continued to revise the source code for deployed BRFSS surveys in subsequent years. Comeau is a well-known and respected programmer, trainer, speaker, and discussant on all issues pertaining to CATI technology, interviewer and interviewer supervisors' training, and the BRFSS in general based on his education, professional expertise, and historical knowledge of the BRFSS. CATI is the state of the art in telephone survey methodology. CATI programs also known as "telephone interview programs and upgrades" save valuable person-hours on the telephone and save significant time cleaning and processing data because it employs computer technology rather than manual entry of survey responses. CATI programs significantly reduce errors in telephone interviewing compared to paper and pencil administration becauseit removes the opportunity for many human errors. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Comeau Associates. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Leslie Jones via email ONLY at jxy6@cdc.gov with the solicitation number 2016-Q-64688 referenced in the subject line NO LATER THAN February 24, 2016. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
