- Synopsis: Presolicitation This is a Pre-Solicitation Notice for the U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Solicitation No. W911QY-16-R-0004. The US Army Contracting Center, Aberdeen Proving Ground, Natick Contracting Division (NCD) on behalf of Product Manager Force Sustainment Systems (PM-FSS), located at the Natick Soldier Systems Center intends to issue a solicitation under Authority of FAR Part 15, for the Battlefield Kitchen (BK). The BK effort is for the engineering, design, fabrication and test of developmental prototypes, logistics deliverable preparation, transition to low rate production, fabrication of FAT systems, conduct of First Article Test, and transition to full rate production. The Government plans to award a single Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity contract with options. The anticipated contract is planned to be structured with a 3-year base developmental ordering period that consists of the engineering, design, fabrication and test of developmental prototypes, logistics deliverable preparation, and transition to low rate production. Following the 3-year developmental ordering period, the government anticipates 5 optional 1-year production ordering periods, the first will consist of fabrication of FAT systems, conduct of First Article Test, and transition to full rate production. As part of this Pre-Solicitation notice the government anticipates providing a "DRAFT REQUEST FOR PROPOSALS (RFP)" in mid to late February 2016. Potential offerors are encouraged to provide comments to the government on the "DRAFT RFP" when released. The deadline to provide comments on the "DRAFT RFP" will be established when released. During the designated comments period, comments shall be submitted to Sean Auld at Sean.G.Auld.civ@mail.mil with the subject line "Comments Draft BK RFP W911QY-16-R-0004" Questions may not be answered based on the "DRAFT RFP" and submitted comments. When released, the formal solicitation, including all amendments, exhibits and attachments, will be available in electronic medium via Fedbizopps.gov (TELEPHONE CALLS WILL NOT BE ACCEPTED). It is anticipated the formal solicitation will be released in March 2016. A question and answer period will be available when the formal solicitation is released. During that time frame questions shall be submitted no later than the date specified in the solicitation. The Government will provide its answers to the questions. The Government will not guarantee a response to any question and/or clarifications after the submission deadline stated in the solicitation.
