- REQUEST FOR INFORMATION (RFI) FOR: Both (1) Identification of potentially extraneous and restrictive requirements within the current Global Positioning System (GPS) Receiver Applications Module (GB-GRAM) Technical Requirements Document (TRD) MIL-PRF-GB-GRAM-300A, and the Military GPS User Equipment (MGUE) TRD CI-MGUE/GE-850E and (2) to obtain information to achieve specific performance improvements and cost reductions to the GB-GRAM-M production. The ARMY GB-GRAM-M embeddable GPS receiver card specification with M-Code capability is in development. The Government intends to replace the Selective-Availability Anti-Spoof Module (SAASM)-based GB-GRAM with an M-Code capable receiver card referred to as the GB-GRAM-M. The requirement is for the Small Serial Interface (SSI) Type I (threshold) or Type II (objective) form factors, as described in the MGUE TRD. A further objective of a size, weight, and power (SWaP)-reduced form factor is also under consideration. Suggestions are requested for additional functionality reduction to facilitate size decrease in this form factor. Please reference the initial ARMY request for GB-GRAM-M production and sustainment information Solicitation Number: W56KGY-16-GB-GRAM. The Government seeks to identify potentially extraneous or restrictive TRD requirements that may be eliminated without affecting end-user needs. Identify potential cost/power savings associated with elimination of said requirement. The Government also seeks the information for the purpose of reducing TRD complexity without harm to the ability to meet valid end-user requirements. THIS IS A REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT ANNOUNCEMENT (SSA) ONLY. THIS REQUEST IS FOR PLANNING PURPOSES, AND SHALL NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT, INVITATION FOR BIDS, REQUEST FOR PROPOSALS, QUOTES, OR AN INDICATION THAT THE GOVERNMENT WILL CONTRACT FOR THE ITEMS CONTAINED IN THIS NOTICE. AFTER REVIEWING THE DESCRIPTION OF REQUIREMENTS CURRENTLY POSTED TO FEDBIZOPS, INTERESTED CAPABLE CONTRACTORS ARE INVITED TO PROVIDE RESPONSES TO THE FOLLOWING QUESTIONS. THE GOVERNMENT WILL NOT REIMBURSE RESPONDENTS FOR ANY COST ASSOCIATED WITH THE SUBMISSSION OF THE INFORMATION BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO THE INTERESTED PARTIES FOR REPONSES. ***** Responses to this Source Sought are due by 1600 EST (APG, MD) 11 March 2016. Additionally, your response will be treated only as information for the Government to consider. As previously stated, respondents will not be entitled to payment for direct or indirect costs that are incurred while responding to this RFI. Furthermore, this request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Army in developing its acquisition strategy, Statement of Work/Performance Work Statements, and/or Statement of Objectives. Interested parties are responsible to mark adequately proprietary, restricted, or competition-sensitive information contained in their response, accordingly. Program Manager Positioning, Navigation, and Timing (PM PNT) provides an array of products and technologies to equip the Army and Joint forces with standalone, integrated, and network-distributed PNT solutions that promote decisive action in all Army and Joint Forces operations. PM PNT serves as the Army's PNT capability authority supporting terrestrial applications and is chartered as the primary Army PNT point of contact to the Air Force (AF) Space and Missile Systems Center (SMC), GPS Directorate, Los Angeles Air Force Base (AFB). PNT is a cross-cutting capability within the Army Common Operating Environment (COE). Interested parties are requested to provide information to this RFI. Responses will be evaluated to: 1. Identify current TRD requirements that are not known or suspected not needed/utilized or those that restrict engineering ingenuity in the current receiver SSI form factor designs and integrating end user devices. a. Identify opportunities to reduce power consumption by removing or modifying technical requirements. b. Quantify development and/or production cost savings associated with the possible TRD update. c. Quantify cost/schedule expenses associated with potential receiver card design changes (Hardware and software updates, etc.). 2. Propose means of achieving performance improvements and cost reductions for GB-GRAM-M production. Current shortfalls and the likely means of improvement: • Ability to mitigate simultaneous red and blue jamming • Enhanced anti-spoof using external aiding • Simple user-level reprograming • Power consumption/thermal • Ability to navigate from Pseudolite signals • Cross-domain hot start • Mode 3 timing output Requested Information: Vendors are invited to respond to the described requirements below. Responses are limited to 10 pages and should include: 1) Propose and describe current GB-GRAM and MGUE TRD requirements that possibly restrict card performance and those that may not be required by the end user. 2) Power consumption savings associated with removing or changing requirements. 3) Cost savings associated with removing or changing requirements. 4) Expenses and schedule associated with design changes. 5) Proposed means of achieving performance improvements and cost reductions for GB-GRAM-M production by addressing the current shortfalls. 6) Name, telephone number, fax number, street address and e-mail address for Program, Technical, and Cost POC information.
