- NOTICE OF INTENT TO SOLE SOURCE TO POWER LINE SYSTEMS, INC. Western Area Power administration (Western) intends to negotiate on a sole source basis with Power Line Systems, Inc., Madison, WI, under the authority of FAR 13.106-1(b) Soliciting From a Single Source, PLS-CADD software license renewals, additional licenses and annual maintenance capable of the following: 1. PLS-CADD w/ Spotting - 5 License Renewals 2. PLS-CADD - 10 License Renewals 3. PLS-CADD Survey - 2 License Renewals 4. PLS-CADD Lite - 1 License Renewal 5. TOWER - 8 License Renewals 6. SAPS - 13 License Renewals 7. PLS-POLE/STEEL - 5 License Renewals 8. PLS-POLE/WOOD - 3 License Renewals 9. PLS-POLE/LW+MAST - 1 License Renewals 10. CAISSON - 1 License Renewal 11. PLS-CADD - 1 New License - Standard License #11 to be enabled on one new USB Key. 12. SAPS - 1 New License - License #14 on the same Key as Item #11. Based on market research, Western has not identified any other sources that can provide the required product. If Western identifies no other capable sources by February 17, 2016, Western will issue a firm-fixed price purchase order on or about February 18, 2016, to Power Line Systems, Inc. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. The North American Industry Classification System (NAICS) code for this acquisition is 511210, and the size standard is $35.5 million. A determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Quotation (RFQ). No solicitation package will be issued. Inquiries will only be accepted via e-mail to aumiller@wapa.gov. No telephone requests will be honored.
