- NAVSUP Fleet Logistics Center San Diego is conducting an unclassified Pre-Solicitation Conference (Industry Day) to discuss a follow-on contract vehicle that will provide wireless and telecommunication services, (all wireless technologies and related operations including related software, hardware, firmware and equipment), to Military Members and Federal Civilians located within the 50 United States; and will cover Members and Civilians while traveling internationally. Required contract users will be all DON Military and Civilians located within the 50 United States. Authorized users may include other DoD Agencies, as well as Federal Agencies based on DoD Guidance. The incumbent contracts are N00244-12-D-0014 with AT and T, N00244-12-D-0015 with Sprint, and N00244-12-D-0016 with Verizon. The period of performance is one year plus four one-year options. The purpose of the event is to provide a status of the procurement process, inform industry of program requirements, competition timeline, seeking of sources, gather industry input and to provide a question and answer session. In conjunction with the Industry Day, a Capability Statement (with feedback on the PWS) is requested from all interested parties. Subject to change, parties will be requested to submit the Capability Statement following Industry Day. This topic will be discussed at Industry Day. Interested parties who are unable to attend the Industry Day are still encouraged to submit a Capability Statement. The conference is scheduled for 17 February 2016 from 09:00 A.M. PST to 12:00 P.M. PST and will be a phone conference. Interested parties MUST forward their expected attendee list by email no later than 3:00 P.M. PST 12 February 2016 to Michelle Mationg at michelle.mationg@navy.mil. A copy of the attendee list shall also be provided to Jose L. Gomez at jose.l.gomez1@navy.mil. Using attendee lists submitted by interested parties, phone conference call-in details will be emailed by 10:00 A.M. PST 16 February 2016. Capability Statements with PWS feedback (no more than 5 pages in length with minimum 12-point font) are due by 22 February 2016 at 10:00 A.M. PST and shall be submitted to Jose L. Gomez at jose.l.gomez1@navy.mil. Respondents will not receive a formal response on any information submitted in this request. FLCSD will utilize the information for Market Research. A draft Performance Work Statement (PWS) is attached to this announcement. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. The Navy will not assume liability for costs incurred by a company for capability statement preparation or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government.
