Description
The U.S. EPA, National Vehicle and Fuel Emissions Laboratory (NVFEL) located in Ann Arbor, Michigan intends to negotiate on a sole source basis with TSI Incorporated of St. Paul, MN to provide a Differential Mobility Analyzer (DMA) and controller platform used for sampling particulate matter from mobile sources under the authority of FAR 13.106-1(b). This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. The DMA and controller platform is an integral piece of the instrument suite for measuring the characteristics of particulate matter. The U.S. EPA currently has a TSI Scanning Mobility Particle Sizing Spectrometer (SMPS) with both nano and long DMAs. The required DMA in this procurement will extend the measurement capability of the single DMA to particle dynamics such as particle growth/shrinkage due to hygroscopicity, gas phase reactions, and evaporation, respectively as well as particle loss in sampling systems. The EPA requires a Differential Mobility Analyzer (DMA) and controller platform that meets the following minimum requirements: 1)Fully compatible with TSI SMPS model 3080, TSI DMA models 3081 and 3085, TSI CPC model 3776, and TSI CPS model 3025a a.Software compatibility with TSI SMPS, DMAs, and TSI CPCs b.Flow rate compatibility i.Aerosol flow rate: 0 to 3 liters/minute ii.Sheath air flow rate: 3 to 20 liters/minute. c.Allows for seamless tandem DMA and controller platform configuration with TSI CPCs and SMPS instruments. d.Allows for interchangeability of current long and nano DMAs between controller platforms. 2)Particle electrical mobility diameter range: 3nm to > 1000nm. 3)Particle concentration range: 0 to > 107 particles/cm3 4)Particle size resolution a.Size channels > 160 b.> 60 channels per decade c.Scan time > 10 seconds d.Size resolution < 3% of measured diameter 5)Aerosol neutralization source: 85Kr 6)User-adjustable Flow rates: a.Aerosol Flow Rate 0.2 to > 5 liters/minute b.Sheath Flow Rate 2 to > 30 liters/minute 7)User Interface/Data Control and acquisition software and hardware: a.Hardware i.Touch screen for instrument operation ii.RS232 serial and USB connections iii.See compatibility in 1 above. b.Software i.User friendly data acquisition and control software that can be used with and without a computer. ii.Built-in compatibility with TSI 3080 Classifier controller for TSI electrostatic classifier (TSI SMPS) and TSI Aerosol Instrument Manager (AIM) software. 8)Power: 120 volts a/c, 60 Hz TSI Incorporated is the only known source able to meet the requirements for a Differential Mobility Analyzer (DMA) and controller platform that meets the requirements identified above and is compatible with existing equipment. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of meeting the requirements identified above may submit technical documentation to establish their capability. Such documentation must be submitted to the Contract Specialist within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
