N00164-16-R-WS00-0002 - SOLE SOURCE - EA-18G INCANS REPAIRS AND PIECE PARTS - FSC 5865 - NAICS - 334511 Anticipated Issue Date 01 MAY 2016 - Anticipated Closing Date 15 JUN 2016 - Time 12:00 PM EST Naval Surface Warfare Center (NSWC) Crane plans to enter into Job Order 0001 with an anticipated 5 year period of performance on Basic Ordering Agreement (BOA) N00164-R-16-WS00 to procure Repairs and piece parts in support of the Interference Cancellation System (INCANS) used on the EA-18G aircraft. This effort will be Sole Sourced to Harris Corp. 7821 Orion Ave., Van Nuys, CA, 91406-2029 in accordance with the authority 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1. The Government does not possess a complete technical data package to compete this action. A competitive procurement approach would result in significant duplication of costs and provide items that only functionally meet the requirements. Procurement of INCANS systems, which are not form, fit and functionally interchangeable, would result in not only development costs but more significantly, sustainment costs. The effort will not be set aside for small business concerns. No hard copies of the request for proposal (RFP) will be mailed. Offers must be submitted in the format specified by the RFP. It is the responsibility of the offeror to submit offers to the POC at NSWC Crane.
