Description
The Department of Homeland Security (DHS), United States Coast Guard (USCG), invites your company to respond to this SOURCES SOUGHT NOTICE (SSN). This SSN is not a request for competitive proposals. This notice is for informational and market research purposes only. This SSN does not constitute a commitment, implied or otherwise, that the USCG will take procurement action in this matter. Further the USCG will not be responsible for any cost incurred in furnishing this information. Responses to this notice are not considered offers and cannot be accepted by the USCG to form a binding contract. The intent of this request is to survey the commercial market and determine the availability to provide the Coast Guard project management, engineering, logistics and installation efforts in order to complete installation of the KVH SATCOM System, removal of the KVH SATCOM System onboard and installation of 4G cellular systems onboard cutters. Information obtained shall be used to make decisions regarding the requested service. The scope of work for this task order shall consist of project management, engineering, logistics and installation efforts in order to complete the following: installation of the KVH SATCOM System onboard ten (10) WPB 87' cutters, removal of the KVH SATCOM System onboard ten (10) WPB 87' cutters, and installation of the cellular systems onboard nine (9) WTGB 140' cutters and fourteen (14) WLM 175' cutters. The contractor shall be a small business, providing technician(s) meeting the following requirements: a) Experience with a minimum of 3 separate projects over at least 5 years performing installations of SATCOM / Cellular Data Communications systems on maritime DoD or USCG assets. b) Able to travel to perform work with minimum of 4 days notice. c) Sufficient experience and responsibility to perform work with minimal on-site supervision, e.g. supervision only necessary for quality control at conclusion of work. d) Certified as Shipyard Competent Person. AWS certification to perform welding on steel and/or aluminum. e) Possess a SECRET-level Government security clearance. The Coast Guard requires the following: The contractor shall install the systems as indicated in Section 1 on 87' WPBs, 140' WTGBs, and 175' WLMs with assistance from the Technical Advisors (TA) as needed. 1.1 Task A: KVH Installation 1.1.1 The Contractor shall complete KVH installations for the 87' WPB class cutters at various locations with an approved TCTO. 1.1.2 Five days prior to the installation, the contractor shall deliver a visit message to the COR. 1.1.3 Upon arrival at the cutter, the contractor shall conduct an in-brief with the cutter Commanding Officer (CO) or the CO's designated representative, the TA, and any other personnel the cutter deems appropriate. During the in-brief the contractor shall describe the purpose of the installation, the planned schedule, any assistance required from the crew and a description of the work to be performed. 1.1.4 The contractor shall install the UPS, isolation transformer and server below deck in accordance with the TCTO. 1.1.5 The contractor shall install the KVH below deck and above deck equipment in the locations determined in accordance with the TCTO. This will require the use of an aerial lift. 1.1.6 The contractor shall install a power receptacle from (1-11-2)-1L-M1 (Officer's Lighting Panel) to provide dedicated power to the UPS, following tag-out procedures IAW COMDTINST 9077.1 (series). 1.1.7 The contractor shall label the circuit breaker with an identification plate compliant to MIL-STD-15024F. 1.1.8 The contractor shall install any ancillary equipment or cables required to complete the installation, performing continuity checks of cabling and a check of primary power input to all installed equipment. 1.1.9 The contractor shall provide training on the operation of the KVH system to all cutter personnel deemed appropriate by the cutter's CO or the CO's designated representative. 1.1.10 The contractor shall document the installation with "redline" class drawings. The contractor shall capture changes and incorporate those in into final class wide drawings. 1.1.11 The contractor shall assist in conducting a System Operational Verification Test (SOVT) upon completion of each cutter installation. If any portion of the SOVT is not completed successfully, the contractor shall correct the discrepancy and repeat the test. 1.1.12 Before departing the cutter, the contractor shall conduct an out-brief with the cutter's CO or the CO's designated representative, the TA, and any other personnel the cutter deems appropriate. During the out-brief the contractor shall: a. Describe any problems or issues that required deviation from the installation plan and how these were resolved. b. Provide a copy of all pertinent documentation including SOVT, 4790/CKs, and red-lined installation drawings. c. Describe any outstanding issues related to the installation and provide a timetable for correcting these issues. d. The contractor shall deliver a trip report documenting each installation. 1.2. Task B: KVH Removal 1.2.1 The Contractor shall complete KVH Removals for the 87' WPB class cutters at various locations with an approved TCTO. 1.2.2 Five days prior to the removal, the contractor shall deliver a visit message to the COR. 1.2.3 Upon arrival at the cutter, the contractor shall conduct an in-brief with the cutter CO or the CO's designated representative, the TA, and any other personnel the cutter deems appropriate. During the in-brief the contractor shall describe the purpose of the removal, the planned schedule, any assistance required from the crew and a description of the work to be performed. 1.2.4 The contractor shall verify that user files have been moved from the server prior to the removal. 1.2.5 The contractor shall assist in conducting a System Operation Verification Test to document the existing system condition. 1.2.6 The contractor shall secure power to onboard server, KVH system, and UPS. 1.2.7 The contractor shall remove existing KVH antenna radome and associated cabling with assistance from the TA. This will require utilization of an aerial lift. 1.2.8 The contractor shall remove the below decks KVH equipment, onboard server and associated portable hard drives, UPS, and all associated cabling. 1.2.9 The contractor shall install sealing plugs, preformed packing and gland nuts in the four (4) KVH stuffing tubes, restoring watertight integrity. 1.2.10 The contractor shall restore cableways to preexisting condition using strapping and rubber strips as needed. 1.2.11 The contractor shall document the installation with "redline" class drawings. The contractor shall capture changes and incorporate those in into final class wide drawings. 1.2.12 The contractor shall assist in conducting a System Operational Verification Test (SOVT) upon completion of each cutter KVH removal. If any portion of the SOVT is not completed successfully, the contractor shall correct the discrepancy and repeat the test. 1.2.13 Before departing the cutter, the contractor shall conduct an out-brief with the cutter's CO or the CO's designated representative, the TA, and any other personnel the cutter deems appropriate. During the out-brief the contractor shall a. Describe any problems or issues that required deviation from the removal plan and how these were resolved. b. Provide a copy of all pertinent documentation including SOVT, 4790/CKs, and red-lined installation drawings. c. Describe any outstanding issues related to the removal and provide a timetable for correcting these issues. d. The contractor shall deliver a trip report documenting each removal. 1.3 Task C: 4G Cellular (International and Domestic) 1.3.1 The contractor shall complete 4G Cellular installations for the 140' WTGB and 175' WLM class cutters in various locations with an approved TCTO. 1.3.2 Five days prior to the installation, the contractor shall deliver a visit message to the COR. 1.3.3 Upon arrival at the cutter, the contractor shall conduct an in-brief with the cutter CO or the CO's designated representative, the COR, and any other personnel the cutter deems appropriate. During the in-brief the contractor shall describe the purpose of the installation, the planned schedule, any assistance required from the crew and a description of the work to be performed. 1.3.4 The contractor shall assist in performing a System Operational Verification Test (SOVT) prior to removal of installed equipment to document existing system condition. 1.3.5 The contractor shall remove the antenna, amplifier, modem and jumper cables from the currently installed 3G Cellular system. On 175' WLM cutters, this will require the use of a climbing safety harness. 1.3.6 The contractor shall install the 4G antenna above deck with proper weatherproofing, and the cellular modem and amplifier below deck IAW the approved TCTO. On 175' WLM cutters, this will require the use of a climbing safety harness. 1.3.7 The contractor shall install any ancillary equipment or cables required to complete the installation. 1.3.8 The contractor shall provide training on the operation of the 4G Cellular system to all cutter personnel deemed appropriate by the cutter's CO or the CO's designated representative. 1.3.9 The contractor shall document the installation with "redline" class drawings. The contractor shall capture changes and incorporate those in into final class wide drawings. 1.3.10 The contractor shall assist in conducting a System Operational Verification Test (SOVT) upon completion of each cutter installation. REQUIRED RESPONSES: Limit SSN responses to 10, single-sided, single-spaced pages (cover page not included). Submitted responses should be in Microsoft Word or Adobe Acrobat format. The font for text should be Times New Roman 12-point or larger. Responses must be unclassified. Any proprietary information provided must be marked to protect such data. 1) Cover Page to include: Company Name, Address, Point Of Contact with telephone number and email, SSN number, DUNS and CAGE Numbers. 2) Technical Response: In the ten page response include your company's experience, success and knowledge in the following areas: - Design Experience: - Design/modification of system drawings for maritime communications/data systems - Tech Analysis - Cost Analysis - SOVT Design - Installation/Test Plans - Site Survey/Travel - Installation Experience with SATCOM / Cellular Data Communications systems on maritime DoD or USCG assets: - Routing system cables - Antenna mount/removal on handrails and mast platforms - Mounting/wiring below-decks equipment - Electrical installations tying in to ship's power - Welding of platforms and mounting brackets above and below decks - Training provided for crew on new system operation - Communications - Provide a work plan communicating project details with the Coast Guard's Project Manager 3) Past Performance: Please provide three or more references within the last three years where your company has performed similar work. (These references are not included in the ten page limitation) The acquisition method has not been established. The Coast Guard intends to solicit for a firm fixed price contract with a base year and three one year option periods. The North American Industrial Classification Code (NAICS) is 541611; under Category 874-1 and the small business size standard is $25.5M. A set-aside determination has not yet been made. Interested parties shall submit their business size and shall include any applicable preference program (i.e. 8(a), HUBZone, Service Disabled Veteran Owned, Woman Owned and Small Business).
