- NASA/KSC has a requirement for BAE Systems Energy Absorbing Crew Seats (Part Number 114700-1/Quantity = 6). This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. This notice is being issued as a RFQ for BAE Systems Energy Absorbing Crew Seats for use in UH-1 helicopters. Part number 114700-1 for BAE Systems Energy Absorbing Crew Seat is the only part number that will fit our requirement and no substitutes shall be accepted. A quantity of six seats is requested. Delivery shall be FOB Destination, to NASA/Kennedy Space Center, Bldg. J6-2465 (RLV Hangar), Kennedy Space Center, FL 32899. Note: The seats shall be delivered no later than 43 weeks after receipt of order. The NAICS Code for this procurement is 336413 and the small business size standard is 1,000 employees. The offerors size status shall be stated in the offer. All responsible sources may submit an offer which shall be considered by the agency. Offerors shall provide the information required by FAR 52.212-1 (JUL 2013), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end products offered are other than domestic end products as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (May 2015), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (Oct 2015), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: See Attached FAR 52.212-5. The FAR may be obtained via the Internet at URL: http://www.acquisition.gov/far/index.htm l The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/ office/procurement/regs/nfstoc.html Selection and award will be made to the lowest-priced, technically acceptable offeror. Technical acceptability will be determined by review of the information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. The provision at FAR 52.204-7 is incorporated by reference. Offerors shall register in the System for Award Management at www.sam.gov and all applicable representations and certifications (FAR 52.212-4(t)) shall be filled out. Offerors must include completed copies of the provision at 52.212-3 (AUG 2013), Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract.
