Description
This is a 15 DAY PRE-SOLICITATION NOTICE provided for INFORMATIONAL PURPOSES ONLY resulting from Sources Sought announcement VA101-16-R-0024 to conduct a market survey. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE/SYNOPSIS, THEREFORE NO SF-330 FORM (OR A RESPONSE) IS REQUIRED AT THIS TIME. Firms can anticipate the Pre-Solicitation/Request for SF-330s notice to appear approximately 15 days after the date this notice is posted. The Department of Veteran Affairs, Construction & Facilities Management (CFM) anticipates soliciting and making multiple awards of Architect-Engineer (A-E) indefinite delivery indefinite quantity (IDIQ) contracts. Fourteen (14) tasks under the IDIQs are as follows: Task 1 Design Programs Task 2Master Planning/Schematic Design Development/Construction Period Services Task 3General Studies Task 4Peer Reviews through Construction Documents Phase Task 5Project Labor Agreement (PLA) Impact Study Task 6Specialty Consultants Not Available Through the Design A/E Task 7Cost Estimating Services Task 8Construction Period Services & Site Visits Task 9 Construction Submittal Review Task 10Request for Proposals (RFPs) For Design-Build Task 11Consulting Services Task 12Risk Analysis Services Task 13Commissioning Task 14Other A/E Services. The proposed acquisition will be an unrestricted acquisition. Please note that this Pre-Solicitation notification informs the Small Business Community of the VA's proposed acquisition and its intent to use a cascading method for selection. Construction & Facilities Management will advertise an announcement./Request for SF330s nationwide for locations listed but not limited to Lake Worth, FL, Elwood, IL, Phoenix, AZ, Bushnell, FL, Holly, MI, Bourne, MA, San Antonio, TX, Montevallo, AL, Houston, TX. Cascading Method for Small Business Awards In accordance with FAR Subpart 19 and PL 109-461, award under this solicitation will be made on a competitive basis from a cascading method as defined below who submits a technically acceptable (as evaluated by Technical Evaluation Board), responsive offer (qualified, responsible, and meets minimum technical requirements), with a fair and reasonable price (determined by Contracting Officer), provided that there is adequate competition among such offerors. a)If there is inadequate competition and/or if the offeror does not meet our requirement based on our best value criteria for award to a SDVOSB concern, award will be made competitively to an eligible Veteran Owned Small Business (VOSB) concern. b)If there is inadequate competition and/or if the offeror does not meet our requirement based on our best value criteria for award to a VOSB concern, award will be made competitively to an eligible 8a, HubZone, or a Woman Owned business concern. c)If there is inadequate competition and/or if the offeror does not meet our requirement based on our best value criteria for award to a 8a, HubZone, or a Woman Owned business concern, award will be made competitively to an eligible small business concern IAW FAR 19.5. The firm/team must be approved under NAICS codes, Landscape Architect (541320), Architectural design services (541310), or Civil Engineering (NAICS 541330), in SAM.GOV. The firm must be capable of preparing site acquisition and design documentation including, but not limited to: surveying, soils investigations, master plans, schematic design documents (SD), and design development documents (DD). Prime contractor should have licensed/registered landscape architects as members of the firm, or team, with experience in the planning and design of cemeteries, large institutional campuses, parks and recreational facilities, or similar land development projects. The following additional licensed/registered specialty disciplines should be members of the firm, or team with demonstrable expertise in their respective fields: Water Management/Irrigation specialist, Cost Estimator, Mechanical, Electrical and Plumbing Engineers, and Architect. The proposed contract(s) duration will be up to five (5) years, one base year and four option years. This procurement will be multiple award IDIQ contract(s) with a guarantee minimum amount of $1,000.00, and a maximum amount of $15,000,000.00 per contract. The firm must be capable of responding to and working on multiple task orders concurrently. Multiple Awards will be based on selection of the most highly qualified firm in accordance with A-E Brooks Act procedures and FAR 36.6. Estimated A-E solicitation issuance date is on or about 25 Feb 2016. The official announcement, selection criteria, and invitation for firms to submit SF-330s, will be issued on Federal Business Opportunities www.fbo.gov.
