- Attachment 23 Updated 2-11-16 Attachment 20 Updated 2-11-16 Attachment 19 Updated 2-11-16 FA8210-16-R-5000 ARTS-V2 Solicitation Amendment 2 ARTS-V2 Response to Questions 2-11-16 AMENDMENT 2 Feb 11, 2016 1.0 The purpose of this amendment is to make the following updates/corrections to attachment FINAL_RFP_ARTS-V2. 1.1 Attachment 7 - System Performance Specification Changes: 1.1.1 Addition of an Unclassified Maintenance State (Paragraph 3.3.4.6) 1.1.2 Updated Figure 3.1 and associated state definitions to reflect Unclassified Maintenance State 1.1.3 Updated EPA link for ODS substances (Paragraphs 3.2.4.1 & 3.2.4.2) 1.2 Attachment 19 - Statement of Objectives 1.2.1 Replaced Paragraph 4.3.20 with "The contractor shall utilize a requirements management application that acts as a central repository for the official requirements baseline. Program office will have daily read only access to the unclassified requirement portion remotely, and access to the classified requirements at contractor location. Requirements will be traceable and or linked to different level specifications and requirement verification activities. Each unique object in the application will include revision history. In addition, full system requirement definitions will be delivered IAW CDRL BZ53, GZ53, and AG09." 1.2.2 Replaced Paragraph 4.1.6 with "Non-commercial code and associated libraries shall be delivered in the native source format in which it was developed. Commercial and open source code shall be delivered IAW the license agreement and will include any and all libraries and source code covered by the license." 1.3 Attachment 20 - Exhibits 1.3.1 Added new CDRLS BZ53, GZ53, and AG09 1.3.2 Modified DZ01: updated block 10; deleted last sentence of Ref Blks 10, 11, 12, 13 1.3.3 Corrected acronym from "SSR" to "SRR" for CDRL BZ13, DZ01 1.3.4 Modified AG23: updated "MIL-STD-3100" references to become "MIL-STD-31000" 1.3.5 The Table of Contents was updated 1.4 The model contract noted FAR Clause 52.242-2 has been removed. 1.5 CLIN 0500 PRA Retrofit was intended to be a CPFF CLIN, this has been corrected. 1.6 Several other administrative changes have also been made, including: • Section L proposal delivery instructions updated to correct time due to 16:00MT. • Section L paragraph 2.2.2.1 updated to reflect exclusion of PPI Tool outputs from formatting requirements. • Section L Table 1 modified to clarify 6 sheets per PPI. • CLIN 0003 "Required Delivery/Proposed Delivery" section header changed to "ARO Written notice of Award" • CLIN 0007 PSC code changed to "DATA" • CLIN 0502 PSC code changed to "DATA" • CLIN 0509 PSC code changed to "DATA" • "Exhibit: A" removed from CLINs 1003, 2003, 3003, 4003, 5002, 6002, 7002, 8002, 9002. • An error led to a duplicate Schedule C, one has been removed. • Added IUID references to each CLIN as per contract writing system update. • SOO Paragraph 4.3.20 was added to CLINs 0504 & 1001 1.7 New posting of "Consolidated ARTSV2_RFP_Industry_Comments_Responses" for Amendment 2 NOTE: Given the addition of the Unclassified Maintenance State, this amendment extends the required delivery date for proposals to 31 March 2016. AMENDMENT 1 Jan 21, 2016 1.0 The purpose of this amendment is to make the following updates/corrections to attachment FINAL_RFP_ARTS-V2. 1.1 All H clauses have been removed. 1.2 The model contract noted DFARS Clause 252.227-7001 had been modified. The clause language has been updated to correctly reflect the modified language. 1.3 Several minor administrative changes have also been made, including: • CLIN 0001 changed from Quantity 1 LO (Lot) to 1 EA (Each) • CLIN 0005 changed from Quantity 1 EA (Each) to 1 LO (Lot) • CLIN 5002 changed from Quantity 1 EA (Each) to 1 LO (Lot) • Document dates corrected in Section J, Attachments 6, 15, 19, and 20 • Title correction to CLIN 2006AA from "PRA Travel" to "Training Location - Option" • "Exhibit: A" removed from CLIN 0005 • Code "AD94" on CLIN 0004 changed to "TRAV" • Code "AD95" on CLIN 0006 changed to "DATA" • CLIN 6004 Title typo corrected from "EECP" to "ECP" REQUEST FOR PROPOSAL Jan 20, 2016 1.0 NOTICE: Attached you will find the Official ARTS-V2 Request for Proposal 2.0 Notes to Industry 2.1 Interested parties are advised that notices and information about the ARTS-V2 program were previously placed on FBO under the number FA8217-15-R-5007. Due to numbering requirements, this number has changed to FA8210-16-R-5000. 2.2 All potential bidders wanting access to the restricted files in the attached bidder's library must request access. To obtain access, a potential bidder must be a qualified U.S. contractor with a legitimate business purpose. A qualified U.S. contractor is one that has an approved DD Form 2345 on file with the U.S./Canada Joint Certification Office. The potential bidder requesting access must provide a copy of their current approved DD Form 2345. Potential bidders that have already submitted a current DD Form 2345 under pre-solicitation FA8217-15-R-5007 will simply have to request access, and will not be required to re-submit a DD Form 2345 prior to access approval. 2.3 Consolidated ARTS-V2 Draft RFP/Industry Day comments and responses as of 15 December 2015 have been attached for reference. PLEASE NOTE the addition of one question and response to the Section L comments on page 63 of the attachment.
