Description
The U.S. Naval Research Laboratory (NRL) intends to award a sole source Cost-Plus-Fixed-Fee contract for Space System Prototype Development. This notice is not a request for competitive proposals or quotes. Market research has previously been conducted and it has been determined that this is a sole source requirement. The statutory authority permitting other than full and open competition is 10 U.S.C. Section 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The contract is anticipated to be awarded directly to Orbital Sciences Corporation (OSC), Greenbelt, MD 20770, in accordance with FAR Part 15. OSC has the engineering capability to utilize the necessary electronic components and printed circuit boards [e.g. printed wiring boards (PWB)] used in space and airborne systems. The part types used in the space and airborne systems include quad flat packs, pin grid arrays, ball grid arrays, column grid arrays, surface mount components, as well as standard thru-hole devices. OSC has demonstrated a unique capability to assemble and inspect printed circuit boards to spacecraft quality levels. OSC has qualified processes to install the latest in space Field Programmable Gate Arrays (FPGAs). Installation of these column grid arrays on flight PWBs (specifically Microsemi/Actel CG624s and Xilinx CF1752s) is critical to the needs of NRL in supporting current and future programs. The North American Industry Classification System (NAICS) code for this requirement is 541712 with the size standard of 500 employees. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
