- NASA/GRC has a requirement for the purchase of natural gas supply for the NASA Glenn Research Center, Lewis Field (GRC) located in Cleveland, OH and the NASA Plum Brook Station (PBS), located in Sandusky, Ohio. The Lewis Field location is on the East Ohio Dominion Gas line and uses on average 540,000MCF of natural gas per year. The Plum Brook Station is on the Columbia Gas line and uses on average approximately 40,000MCF per year. The Glenn Research Center has reserved 100,000MCF in the Enhanced Seasonal Service (Storage Program) with Dominion/East Ohio for the coming winter months. The selected contractor shall be responsible for monitoring this storage program. The contractor shall provide its approach to accomplish the above activities and the associated costs/fee structure. The current contracts for each location are set to expire on 3/31/2016. The awarded contract(s) must have effective date(s) of 4/1/2016. The Government is requesting offers for three terms: Term 1: shall be from 4/1/16 to 3/31/2017. Term 2: shall be from 4/1/2016 to 3/31/2018. Term 3: shall be from 4/1/2016 to 3/31/2019. The Government will select the term that represents the lowest overall basis cost that will be in the best interest of the Government. The contract(s) for this natural gas requirement are being solicited through the on-line posting system of EnerNOC Inc., located in Dublin, Ohio 43016. Should your company be interested in competing for the above listed natural gas contract(s) you must contact Bill Yeager at EnerNoc Inc. His email address is Bill.Yeager@enernoc.com and his telephone number is 614-553-6736. EnerNoc will provide you with a Username and Password that will allow access to their electronic posting board to view the requirements, specifications, estimated monthly usage of natural gas and a sample contract. Details of this solicitation will be posted on the EnerNoc, Inc., Post and Respond Exchange on or about 2/12/2016 and offers due 2/19/2016. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. The provisions and clauses in the RFQ are those in effect through FAC 05-86B. This procurement is conducted as a full and open competition. The NAICS code and the small business size standard for this procurement are 221210 and 500 employees, respectively. The offeror shall state in its offer its size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Offerors are required to use the aforementioned EnerNoc, Inc., On-line RFQ system to submit their quote. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. All contractual and technical questions regarding this acquisition must be submitted in writing via e-mail to Mark.A.Rebholz@NASA.Gov no later than 4:30 PM EST on 2/15/2016. Telephone questions will not be accepted. It is the quoters responsibility to monitor this site for the release of amendments (if any). Potential offerors will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). Selection and award will be made to that offeror whose offer will be the most advantageous to the Government with consideration given to the factors of proposed technical merit, price and past performance. Offerors must include with their offer, their CAGE code and completed copies of the provision at 52.212-3 (NOV 2015). Offeror Representation and Certifications-Commercial Items with their offer. These may be obtained via the internet at http://www.acquisition.gov or www.sam.gov. These representations and certifications will be incorporated by reference in any resultant contract.
