Description
The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda. USU intends to negotiate on a sole source basis with Metropolis Technologies, Inc, located in Fort Lauderdale, Florida for software to analyze and monitor our VOIP system. This requirement is for one base year and three, one-year options. This software, OfficeWatch XT, will be procured in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures. Sole source determination is made in accordance with: FAR 19.506 - Women-Owned Small Business (WOSB) Program Sole Source Awards (b) A contracting officer shall consider a contract award to a WOSB concern eligible under the WOSB Program on a sole source basis before considering a small business set-aside, provided none of the exclusions as 19.1504 apply and (1) The acquisition is assigned a NAICS code in which SBA has determined that WOSB concerns are substantially underrepresented in Federal procurement; (2) The contracting officer does not have a reasonable expectation that offers would be received from two or more WOSB concerns; and (3) The conditions in paragraph (c) of this section exist. The NAICS code, 511210 Software Publishers, has been determined by the SBA to be underrepresented for WOSB in Federal procurements. A Request for Information (RFI) was posted on FedBizOpps on December 4, 2015 for 7 days. Two responses were received in reply to the RFI, one from a large business and one from a WOSB. Market research was also conducted utilizing internet searches and no additional WOSB was identified that can provide the required VOIP software, thus there is not a reasonable expectation that two or more offers from WOSBs will be received. All conditions provided in FAR 19.506(c) exist. The award price for this contract, including all three, one-year options, will not exceed $4 million; the WOSB has determined to be a responsible contractor with respect to performance; and an award can be made at a fair and reasonable price. Metropolis Technologies, Inc has registered as a WOSB in the System for Award Management (SAM) and has submitted documentation to the WOSB Program Repository. They are the sole provider of the OfficeWatch XT software being procured. The software will be used to analyze and manage information obtained from the current Cisco VOIP infrastructure established at the University and provides the ability to monitor, track and capture raw data. This is not a request for quotes and a solicitation package will not be issued. Offerors interested in responding to this notice must do so by 3:00 p.m. EST on February 22, 2016. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government.
