VENDOR QUESTIONS & BASIS FOR AWARD VENDOR QUESTIONS/ANSWERS 1. The solicitation response due date is set for 2-15-2016. That date is a Federal holiday. Please confirm the due date of 2-15-2016 is correct. Suspense Date for quote responses is changed from 2-15-2016 to 1:00 pm on 2-16-2016 due to Federal holiday. 2. Section 1.1.3 reads "Statements from affidavits range from five (5) to thirty (30) pages ¦" Are there usually a series of statement interviews scheduled for a single day or is it more typical to have just one statement taken on a single day? Most often multiple testimonies are taken per day, subject to availability of Board members and witnesses. 3. Historically, how many AIB interviews are taken annually? The average is probably 4 per year. 4. What is the ballpark estimate of how many AIB interviews that will be taken from March 1, 2016 through February 28, 2017? Over how many days? I would guess 4-6 AIBS over this next year. Most testimonies for 'usual' AIBs are taken on 2 or 3 days. Depending on the subject and complexity though some could go longer. 5. Historically, how may AIB interview transcript pages have been generated on an annual basis? Unable to estimate this # due to varying complexity and number of witnesses that may need to be called on a particular case. 6. What is the ballpark estimate of how many AIB interview transcript pages are expected to be generated from March 1, 2016 through February 28, 2017? See response above. Over how many days? Would anticipate ~ 15 days. 7. Section D: As the court reporter will not be accessing any of the information or information systems, what level of security clearance or training (if any) will be required under this contract? No specific security clearance needed, but I believe there is language regarding non-disclosure of any transcribed data in the contract. 8. What is the criteria being applied in evaluating vendor responses? Criteria has been added to RFQ, Section E.3 Basis for Award. (See below.) 9. The solicitation appears to have no language regarding instructions for response submission (other than due date and the email address for submission), is the VA expecting any other vendor information as a response other than filling out required areas of Form 1449 (including Section B.2 Price)? See Section E.3 Basis for Award below. 10. What firm is the current contract holder? There is not a current contract for this service. E.3 BASIS FOR AWARD (52.212-2) (a) The Government will establish a task order from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government by representing the best value as defined by FAR 8.404(d). The Government is seeking the lowest overall cost alternative (considering price, price discounts, and administrative costs) that identifies relevant past performance, is responsible, and can meet the Government's needs. The following factors shall be used to evaluate quotes: 1.Price (Follow these instructions): a.Standard Form 1449 (page 1), Solicitation/Contract/Order for Commercial Items, with blocks 12, 17, 30a, 30b, and 30c completed by the offeror. b.Solicitation Section B.2, Price/Cost Schedule, with offeror's proposed contract line item prices inserted in appropriate spaces. Please highlight the % discount offered from your GSA contract pricing (if applicable). c.Solicitation Clauses "Offeror Representation and Certifications -Commercial Items", completed by offeror. Or a SAM Reps and Certs print out may be submitted (https://www.sam.gov) per FAR52.212-3. 2.Past Performance: a.Provide a minimum of three (3) references of work, similar in scope and size with contact information, a brief description of the work completed, and contract # (if relevant). b.References may be checked by the Contracting Officer to ensure your company has successfully performed on a relevant effort so that an appropriate risk assessment can be performed as to the company's capability to perform the Statement of Work. c.References can be attached to price proposal specified in item #1 above. d.Relevant Past performance will be considered as part of the best value determination.
