Description
NASA/ARC has a requirement for Purchase of CO2 Laser Cutting System. The specifications may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The provision and clauses in this RFQ are those in effect through FAC 2005-85 5 dated 4 January 2016. This notice is being issued as a Request for Quotes (RFQ) for the Purchase of One (1) CO2 Laser Cutting System. Delivery shall be FOB Destination to NASA Ames Research Center within six weeks after receipt of order. This procurement is unrestricted; full and open competition is sought. All responsible sources may submit an offer which shall be considered by the agency. All contractual and technical questions must be in writing (e-mail) to Patricia Williams not later than Thursday February 25, 2016 at 4:00 PM PST. Telephone questions will not be accepted. The NAICS code planned for this procurement is 333517 Machine Tool Manufacturing with a small business size standard of 500 employees. The offeror shall state in their offer their size status for this procurement. Offerors must have current registration and "Representations and Certifications" in the website SAM.GOV, and provide the firm's DUNS number with their offer The system shall possess the following minimum characteristics: Power: minimum 4000 watts to a maximum of 5000 watts. System shall be capable of cutting a 5 X 10 foot (minimum) metal sheet without having to manually reposition the material. The system shall have a stationary table with a gantry type flying laser head that moves in the X, Y, and Z axis with a minimum positioning accuracy of.0004". The system shall be CNC, have a LCD color graphics display user interface and be capable of running/interfacing with SigmaNEST software (an, "Amada FOM2 3015NT CO2 Laser" or equivalent class of laser cutter is desired). The system shall include a shuttle table to allow loading of material while the system is actively cutting. The machine shall also have the following characteristics/options/capabilities: Travel Method X & Y - Axis Beam Move Drive Method X Rack & Pinion - Y & Z Ball Screw Minimum Work Area to accommodate material: X: 121 (3070mm) Y: 61 (1550mm) Z: 7.87 (200mm) Maximum Material Cut Thickness: 7/8 Mild steel 7/8 Stainless Steel 3/8 Aluminum Handle material weights up to: 2,000 lbs. Repeatability: +0.0002 PC - OS: WINDOWS EMBEDDED Assist Gas Control Automatic Select Oscillator - 4000 watt Automatic Nozzle Changer included Shuttle Table Included Include owner/operator manuals Include maintenance manuals Include site requirements document Power Requirements: 200/220v +/- 10% 50/60 HZ Period of performance (service) or desired delivery date (material or product). Prefer system delivered, installed, be fully operational NLT 4/1/16 Item can be new but a used system 2012 or newer with less than 18,000 hours. System power requirement is a minimum of 4000 watts to a maximum of 5000 watts. Any systems with prior use will be checked by the factory, reconditioned as required and will come with a one year parts and labor factory warranty. NASA will prepare the site per factory site requirements document and make all electrical connections. Factory will cover all remaining installation, startup and checkout of machine. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance (see FAR 15.304); Technical and past performance, when combined, are equal, when compared to price. (d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. The RFQ contains provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (Oct 2015), incorporated by reference (IBR). This RFQ includes addendum to FAR 52.212-1, Instructions to Offerors-Commercial Items (Apr 2014), as follows: Preparation of Offers: Only electronic receipt of offers will be accepted. Submit offers in Adobe pdf format. Each file cannot exceed 10 MB in size, limit five (5) files. Email offers to patricia.l.williams@nasa.gov not later than the closing date specified in this announcement. All offers must include the following minimum information: 1-Technical information on the offered product. Note: It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). 2-Pricing proposal that includes offeror's company information, Firm Fixed Price for CLIN 0001, solicitation number, discount/payment terms ( if applicable), DUNS number, taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. DUNS will be used to conduct contractor responsibility determination, verify current registration in SAM.GOV, and ensure compliance with Vets-100 databases. 3-Offeror shall include at least one (1) reference, to include name, contact info, and company name, for which offeror performed similar services relevant to the requirements of this solicitation. This work history shall be within the preceding (15) fifteen months. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFS/Home.tml End of Addendum This RFQ contains the provision at FAR, 52.212-2, Evaluation, Commercial Items (Oct 2014); (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical capability of the item offered to meet the Government requirement;(ii) price. • Technical and past performance when combined, are equal when compared to price. (b) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. This RFQ contains the clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (May 2015). This RFQ contains the addendum to FAR 52.212-4, as follows: INVOICE INSTRUCTIONS: Invoices shall be sent to NASA Shared Services Center (NSSC) address specified in the contract for electronic payment of funds pursuant with FAR clause 52.232-33, Payment by Electronic Funds Transfer-System for Award Management (Jul 2013). Inspection/Acceptance: Inspection and acceptance will be pursuant to FAR 52.212-4(a) and the contract requirements. End of Addendum.
