Description
The Protected Species Branch (PSB) of the Northeast Fisheries Science Center (NEFSC), Woods Hole, MA is seeking a charter vessel to recover and redeploy acoustic recording units at 7 sites, from the eastern tip of Georges Bank to the New York Bight area, along the shelf break and offshore. This includes five High-frequency Acoustic Recording Packages (HARPs) and one Noise Reference Station (NRS) mooring. The desired period of performance is mid-March through April 2016 and should take no more than a single block of ten (10) days at sea with the option for additional days in the event of weather delays. The PSB has an active research program investigating how marine animals use sound, the importance thereof and the impacts on human-made noise on protected and/or endangered marine mammals and other acoustically-sensitive marine animals (e.g., fishes, sharks and sea turtles). This project is part of the long-term monitoring of movements and distribution of large whales focused on understanding current and expected changes in their occurrence throughout biologically important areas. The minimum vessel requirements for this charter consist of the following: a. Capable of safe operation across Georges Bank and the NY Bight on the continental shelf in waters. The recording units are out in depths ranging from 900 – 3500m. b. The vessel shall have been actively used for collecting scientific data within the past 12 months and/or a track record of prior work with passive acoustic recording unit deployment and/or retrieval is desirable. c. Sufficient deck space to put 3 HARP units and ballast for 5 units, as well as one NRS unit with ballast d. Clean, sanitary, and sufficiently ventilated berths with mattresses for ships crew and 2-3 scientists. Bunk areas shall contain at least one drawer or closet per occupant for storage of clothing and personal gear. e. A minimum of one head, one shower and sink with hot water that is available to scientific crew. f. Sufficient potable water for 6 people for the duration of the cruise. g. Galley facilities for concurrent seating of 2 people A comprehensive list of actual requirements will be included in the Statement of Work within the solicitation package document. This is a 100% Total Small Business Set-aside. The North American Industry Classification System (NAICS) code for the acquisition is 483114. The small business size standard is 500 employees. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and FAR Part 13. The Award will be made to the quoter whose quote meets all Statement of Work and solicitation requirements and is determined to be the best value, by an integrated assessment of price and other evaluation factors to be listed in the solicitation. Solicitation documents will be made available for download on or about February 10, 2016 at http://www.fbo.gov/. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFQ, Statement of Work, and all subsequent amendments. To be eligible for award, quoters must be registered in the System for Award Management (SAM) database at www.sam.gov; quoters must also obtain a Data Universal Numbering System (DUNS) number and provide it with the quote. Quotes shall be submitted no later than February 25, 2016, 4:00 PM EST.
