- DESC: NOTICE OF INTENT TO AWARD A SOLE SOURCE MODIFICATION: Science Applications International Corporation (SAIC) is currently providing a survivability upgrade (SU) to the Marine Corps System Command's (MCSC's) Assault Amphibious Vehicles (AAVs) under Contract, M67854-14-C-0002. As part of the SU efforts, SAIC will design and integrate a baseline electrical system that shall interface with the survivability upgrades to the vehicles. MCSC intends to award a sole source modification to SAIC to modernize and upgrade their design and integration of the AAV SU baseline electrical system. This modification will be executed IAW FAR 6.302-1(a), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Government does not currently own the required rights to the AAV SU baseline electrical system control interfaces with components or the software applications used to operate the vehicle. Therefore, MCSC cannot provide the baseline electrical system data for the current SU configuration in order to foster a competitive procurement. The sole source work will provide for additional component upgrades not currently under contract to modernize the SU vehicle's baseline electrical system. The anticipated period of performance is from 1 March 2016 to 31 July 2017. This notice of intent is not a request for competitive proposals, however, all responsible sources are requested to provide company and technical information if they believe they are capable of fulfilling this requirement or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 4:00 p.m. Friday, 26 February 2016 Eastern Standard Time. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. Any potential responses to this notification are required to be submitted electronically (e-mail) using either the Portable Document Format (PDF) or Microsoft Word format and address to Mr. John Adams at john.l.adams1@usmc.mil. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by interested parties in responding to this notice. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. This notice will close on 26 February 2016 at 4:00 p.m. Eastern Standard Time.
