- RFI PWS The United States Army and Project Lead Network Enablers (PL Net E) is seeking information on how an interested contractor could manufacture, produce, and provide services for the Simple Key Loader (SKL) version 3.1 (v3.1) based on specifications provided by PdL KM as delineated below in the RFI. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is subject to the provisions of FAR 52.215-3. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Army is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this requirement. The SKL v3.1 is currently being produced by Sierra Nevada Corporation (SNC), Sparks, NV in accordance with IDIQ type contract W15P7T-12-D-0019, expiring May 2017. In order to fulfill Army SKL v3.1 procurement requirements, PL Net E requires continuous production of the SKL v3.1 without a break in production and services. This Market Survey describes the tasks and efforts that will be required by the hardware vendor for production and delivery of the Army, NSA Type 1 certified SKL v3.1 units. The SKL units shall perform the functions as specified in the SKL v3.1 System / Subsystem Specification (SSS).
