- Request for Information (RFI) for the National Flood Insurance Program (NFIP) THIS IS A REQUEST FOR INFORMATION (RFI) The Federal Emergency Management Agency (FEMA), a component of the Department of Homeland Security (DHS), is planning to modernize the Information Technology (IT) solutions that currently manage the day-to-day insurance operation of the National Flood Insurance Program (NFIP). As part of these plans, FEMA is issuing this RFI to determine if a specific segment of industry would be interested in eventually bidding on such an opportunity. Specifically, FEMA would like to gauge the interest of this industry segment : - NFIP Write-Your-Own (WYO) insurance companies that currently manage their own IT solution in order to submit insurance data to FEMA. -Existing NFIP Data Vendors that submit insurance data to FEMA, via their own systems, on behalf of WYO insurance companies. -Other insurance companies, like reinsurance companies, that may already have similar solutions that could be leveraged. FEMA knows that these particular members of industry have a deep understanding of the NFIP and the larger insurance industry, may have experience with the NFIP's existing solutions, and also may already have a partial solution that can be a foundational element of a future modernized IT solution. However, many of these same members of industry may also have a real or perceived Organizational Conflict of Interest (OCI) that this RFI also seeks to address. FEMA is reaching out to this segment of industry to identify interest, industry's perception of potential OCIs, and what solutions, if any, may be available to mitigate them. More information about the potential OCIs is in Section 2.1 of the attached document. This RFI will not be used to identify overall industry interest in the NFIP's IT modernization; rather it will be used to help FEMA determine if this course of action is a viable alternative to achieve goals of the NFIP IT modernization.
