- The United States Army Contracting Center, Aberdeen Proving Ground, MD (ACC-APG) intends to increase a current (W91CRB-13-D-0013), sole source, cost-plus-fixed-fee type, indefinite delivery, indefinite quantity (IDIQ), contract to perform cost, performance and economic analysis in the form of expertise, models, data, estimates and analyses at all levels. The anticipated term is seven months to Galorath, Inc., 222 N. Sepulveda Blvd. Suite 1700, El Segundo, CA 90245-5656. Galorath is a small business that has expertise and institutional knowledge and is the only vendor capable of providing this specialized service to the Army as they own the rights to Software Evaluation and Estimation of Resources (SEER) software, license, training and consulting support. The statutory authority permitting this sole-source is Other than Full and Open Competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
